- THIS NOTICE IS FOR SOURCES SOUGHT ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. INFORMATION RECEIVED IN RESPONSE TO THIS REQUEST WILL BE CONSIDERED PROCUREMENT SENSITIVE AND WILL NOT BE RELEASED TO ANY OTHER PARTY, FOR ANY PURPOSE OTHER THAN TO DEVELOP MARKET INFORMATION FOR INTERNAL USE BY THE U.S. ARMY CORPS OF ENGINEERS. SOLICITATION, SPECIFICATIONS AND DRAWINGS ARE NOT AVAILABLE. The NAICS code for this proposed acquisition is 238910. The Product Service Code is Z2KZ. The Government will use responses to this Sources Sought notice to make appropriate acquisition decisions regarding the possible procurement for one Solicitation and two (2) Contract Awards : A.) Upper River Land Repair and Floating Plant Contract, and B.) Lower River Land Repair without a Floating Plant Contract Project Description A.) Upper River Land Repair and Floating Plant Contract IDIQ, Firm Fixed Price Contract, with One Base Year with Four Option Years Minimum Per Task Order: $4,000.00 Maximum Per Task Order: $7,000,000.00 Guaranteed Minimum: $10,000.00 per Base Year ($5,000.00 per option year should options be exercised) Capacity NTE $7,000,000.00 per Year and Cumulative Capacity of $35,000,000.00 for Base Year and Four Option Years. General: The work covered by this contract and its respective task orders against this contract consist of furnishing all floating plant, plant, labor, equipment, operators, supervision/site superintendent, supplies and materials necessary to satisfactorily perform the repair, installation, demolition, removal/disposal, flood control, rehabilitation and/or restoration of U.S. Government lands and facilities and/or U.S. Government Sponsored work on and to structures, roads, parking lots, access areas, levees, drainage ditches, drainage features, creeks, wetlands, watersheds, shorelines, boat ramps, locks and dams, and other construction and/or rehabilitation as specified in accordance with the contract specifications. Typical Work: Typical work includes, but not limited to, paving and sealing of parking lots, roadways, and access areas; chip and seal of parking lots, roadways, and access areas; placement of rip rap and stone on embankments, drainage ditches, and shorelines; grading and earthwork of wetlands, floodplains, levees; bypass pumping and dewatering of drainage ditches, ponds, and wetlands; installation of drainage features to include sluice gates, flap gates, culvert pipes, and drainage pipes; hauling of materials and equipment; mechanical dredging of access channels and lock chambers; supply of floating plants and material barges to perform work on islands, shorelines, and lock and dams; supply and installation of access gates, bollards, guardrail, and signage; maintenance of trails; supply and installation of rip rap, stone, sand, offsite borrow; concrete repairs to structures, ramps, walkways, curb and gutters, drainage ditches, and pavement, and demolition and disposal of existing structures. Work Period: The contractor shall be available for typical operations utilizing an 8 hour work day during daylight hours Monday through Friday. During emergencies the contractor shall be available for 24 hour operations Sunday through Saturday. The contract duration shall be 1 Base Year with 4 Optional Years to be issued at the discretion of the contracting officer. The contractor shall have the capabilities of working at multiple locations within the contract areas simultaneously. Contract Areas and Construction Limits for Land Repair: The primary contract areas consist of but are not limited to alluvial floodplains, lock and dams, facilities, recreational sites, and watersheds in the following Missouri Counties of Ralls, Pike, Lincoln, St. Charles, and Illinois Counties of Madison, Jersey, Calhoun, Green, Pike, Scott, Cass, and Morgan. Contract Areas and Construction Limits for Floating Plant Operations: The primary contract areas consist of but are not limited to lock and dams, facilities, recreational sites, shorelines, embankments, spillways, and environmental management areas located on or along the Mississippi River from Mississippi River Mile 170 to River Mile 284 and on or along the Missouri River within the Missouri Counties of St. Louis, Franklin, St. Charles and on or along the Illinois River within the Illinois Counties of Jersey, Calhoun, Greene, Pike, Scott, Morgan, and Cass. Specific contract areas and construction limits will be specified within each task order. Required Trades: The contractor shall have the capabilities of supplying trades including, but not limited to laborers, operators, welders, iron workers, carpenters, cement masons, boat operators, deckhands, and surveyors for performance of work at multiple contract areas simultaneously. The emphasis should be on the capability and performance of construction and should include experience in project delivery under aggressive schedules by traditional and non-traditional methods. 7) List of existing teaming agreements in place with other businesses. If a joint venture would be proposed, provide an example of the management approach, bonding responsibilities, key personnel by position and overall control of the joint venture. 8.) Interested contractors should submit a copy of a Capability Statement that exhibits clear and convincing evidence of your firm's capabilities/experiences to perform the above work.
