- Request for Information Moodle Hosting and Managed Support SOURCES SOUGHT NOTICE & REQUEST FOR INFORMATION. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is for planning purposes only and shall not be construed as an obligation on the part of the Government. This is NOT a Request for Quotations or Proposals. No solicitation document exists, and a formal solicitation may or may not be issued by the Government as a result of the responses received to this RFI. The Government will not pay for any response or demonstration expenses. Any information received will become the property of the Government and will not be returned to the submitter. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Department of Veterans Affairs (VA) Office of Information Technology (OIT), Enterprise Systems Engineering (ESE) issues this RFI to determine Contractors capabilities in executing the requirements of the attached DRAFT Performance Work Statement (PWS). BACKGROUND Veterans Affairs (VA) Transformational Initiative 16: Transforming Health Care Delivery through Health Informatics Hi2 is comprised of several sub-initiatives, including hi2Workforce Development. Workforce Development focuses on increasing Health Informatics (HI) professional capacity and capabilities through Competency, Career, and Community development. The Competency segment is comprised of several training programs for increasing the number of Veterans Health Administration (VHA) staff with HI skills and augmenting the skills and competencies of current HI professionals. Hi2 Workforce Development and Pharmacy Informatics have developed courses that are in use by VHA staff via an online open source eLearning platform called Moodle, in a hosted environment. Hi2 has a continuing requirement to provide for ongoing and extended hosting and managed support services for existing and upcoming VA educational content. An officially designated Moodle partner and/or demonstrated expertise in configuring and supporting a Moodle Learning Management System (LMS), up to and including the latest version of Moodle (currently 2.2 with verified upgrades as available), is required. 1.0 SPECIFIC TASKS AND DELIVERABLES The contractor shall perform the tasks and complete the associated deliverables as follows by the scheduled dates within the overall period of performance. Task 1 - Hosting Service for Moodle 2.2, Enterprise level for up to 10,000 users Moodle Learning Management System Hosting service shall include: 1.1Enterprise Level Support for up to 10,000 users at standard usage, 500 concurrent users "24/7 support and availability "Multiple domains hosting, up to 5 or 6, bridgeable from existing Uniform Resource Locator (URL) "500GB storage "2-Hour backups "3 Administrator Help Desk accounts "Contractor-Tested Moodle upgrades before recommending that we install "Secure Sockets Layer (SSL) Certificate "Lightweight Directory Access Protocol (LDAP) Moodle Configuration "Integration Point (software to manage enrollment, add users, and create courses in batch mode format) "CCRMS (Custom Code Risk Management Solution) as required "Quarterly Review of current system performance Enterprise Level Add-ins include: "Moodle Modules: -Appointments Block Module -Attendance Module -Book Module -Certificate -Checklist -Collapsed Topics -Drag and Drop Question -Flashcard -Gap Select Question -Grade Me Block -Open University (OU) Wiki -Open University (OU) Blog -Questionnaire Module -QuickMail 1.2 Moodle Training "2 each Moodle Admin online training course enrollments "2 each Foundations of Moodle online course enrollments Task 2 - eLearning Administration Services 2.1 Contractor shall provide monthly eLearning Administrator Services including: Moodle Configuration (Estimated 2-4 per period of performance) System Deployment: (Estimated 2-4 per period of performance) "Assist in Authentication Configuration "Assist in Course Shell deployment, copying, backup and restore "Assist in general instructional design and teaching strategies based on common core Moodle activities "Assist in the modification of the Moodle Front Page as needed "Assist in enrollment process development, including participation in coordination with VA Education Support Services and VA Talent Management System (TMS) staff "Assist in initial Moodle/LMS deployment process, planning, staging, and testing System Management (Per Course, ongoing monthly through course timeframe) "Adding/dropping user accounts into Moodle and ELIS "Adding/dropping user enrollments into Moodle courses "Daily operational testing and concurrency tracking Strategic Planning (Monthly) "Develop a Road Map for demand forecasting and additional system upgrades as recommended by Moodle HQ, Kaltura, or Mahara "Develop an upgrade plan for deployment of upgrades. "Develop an Emergency Action Plan in case of system outage. Cycle Management (Per Course, ongoing monthly through course timeframe) "Provide instruction and guidance on end of course Archival Strategy and deploying start of cycle processes and support VA staff as needed in performing backups and launching new courses 2.2 Monthly Operational Support "SPOC (Single Point of Contact) for all non-emergency trouble cases (Emergency cases will automatically be routed to on-call technician.) "Case management of all open cases "Responses to open (non-emergency) cases from system administrators. RESPONSE VA is requesting industry to provide a written Capabilities Statement in response to this RFI that includes the following: (1) A Rough Order of Magnitude (ROM) estimate for 5 years of performance to include all tasks. (2) Describe an approach to seamlessly transition from the existing sites and servers to the respondent's sites and servers. This task includes: "Transfer of all previously developed course content for Health Informatics and Pharmacy Informatics to a different Moodle host. This includes, but is not limited to, Moodle course shells and templates, design features and associated images, coding and supporting files, as well as all course materials and assignments which were developed as Word documents, PDF's, PowerPoint's, videos (e.g., YouTube, Quid Snap), Moodle books, Moodle quizzes, Moodle questionnaires, Moodle surveys, Moodle lessons, Moodle labels and blocks, Moodle checklists, Moodle discussion forums, Moodle glossaries and databases, as well as recorded online meetings and other Moodle and Microsoft Office compatible formats. "All internal links between course pages and links to external course content must be recreated and functioning correctly. "It is extremely important that any ongoing courses continue without interruption. All user accounts, as well as student records, completed assignments, profiles and grades from current and prior courses must be preserved intact and resident and accessible on the respondent's servers. "All relevant plug-ins must be installed and operating to support existing functionality on the Moodle site. "The respondent will be responsible for transitioning all content as described above and re-establishing links between internal course pages, the VA Talent Management System (TMS) and other sources from the existing server location to the respondent's servers. The VA will provide the necessary access to the existing Moodle site and the respondent will be responsible for seamless content transfer and set on the respondent's servers. This approach shall include a rough timeline of transition. The contractor shall perform this transition without a disruption to ongoing courses in progress and safe-guarding the integrity of the course content and student/faculty records. (3) The offerer shall provide evidence demonstrating their capability to accomplish the transition of course work and related material, links, and records. The response shall include a description of the means by which transition will be accomplished. (4) The offerer shall provide evidence that they are a Moodle Partner capable of supporting the requirements of the PWS. (5) The page limit for the response is 20 pages. Responses should also include the company profile (to include, but not limited to, history, business size and socioeconomic category, applicable North American Industry Classification [NAICS]. The response should also include a list of all subcontractors proposed and their respective role in the performance of this requirement.
