Solicitation Number: VA791-13-I-0036 Configuration of Access Technology for the Visually Impaired Notice Type: Request for Information/Sources Sought Synopsis: 1.0 THIS IS A REQUEST FOR INFORMATION/SOURCES SOUGHT NOTICE ONLY. This notice, titled VA791-13-I-0036 Configuration of Access Technology for the Visually Impaired, is issued by the Department of Veterans Affairs, Denver Acquisition & Logistics Center (the DALC) solely for information and planning purposes; it does not constitute a formal solicitation, Request for Proposal (RFP) or a promise to issue a formal solicitation, RFP, or Broad Area Announcement (BAA), pursuant to FAR 15.201(e). Responders are advised that the U.S. Government will not pay any cost incurred in response to this request and all costs associated with responding will be solely at the interested party's expense. Not responding to this notice does not preclude participation in any future and potential solicitation, or RFP. It is the intent of the DALC to use this for market research purposes only. If a formal solicitation is released, it will be issued via the Federal Business Opportunities (http: //www.fbo.gov). It is the responsibility of the potential offerors to monitor this website for any information that may pertain to this sources sought. The information provided in this sources sought is subject to change and is not binding on the Government. 2.0 Comments on the draft Technical Requirements, or any relevant comments concerning this acquisition are sought. 3.0 The Government is contemplating the solicitation of Indefinite Delivery Indefinite Quantity (IDIQ), Firm Fixed Price, contract(s) as a Full and Open procurement. This request will satisfy the Government's conclusive effort to identify any and all available small businesses with the capability and intent to offer proposals for this requirement. 4.0 Capable small business sources are sought to provide Access Technology hardware, software, and support services, on behalf of VA Medical Facilities, to Veterans who are visually impaired. A draft Requirements Document is attached. The Government requests small business respondents to identify which of the requirements of the draft Requirements Document they are presently capable to perform or how they will acquire the requisite skills to perform in order to successfully fulfill all requirements. 5.0 The interested small business concern is any one or multiple sub-categories of the following small business sub-classifications: a small business, 8(a) concern, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, women-owned small business, or historically black college or university (HBCU) or minority institution (MI) (as defined by the clause at FAR 52.226-2). As discussed at FAR 19.502-2(b) (1) and (2), in making small business set-asides, there must be a reasonable expectation that offers will be obtained from at least two responsible small business concerns and award will be made at fair market prices. 6.0 Interested parties are requested to offer suggestions and recommendations for improvement concerning the draft Technical Requirements. "List some of your largest Government customers and the value of annual sales to them. "How many employees work for your company? "In 2012, how many products did you ship per day, on average? "Is your facility rated by a quality assessment organization, i.e. ISO? "Describe your production, storage, and shipping facilities. " Mission area(s) of interest within current capabilities. Please self assess your team's skill level in the following areas by circling a number from 1 to 5 (1 = little to no experience, 5 = highly experienced/SME). o Remote Support Services (Help Desk and Troubleshooting) 1 2 3 4 5 o In-home Support Services (Help Desk and Troubleshooting) 1 2 3 4 5 o Knowledge of a wide variety of Windows-based devices, including desktop, laptop, mobile devices 1 2 3 4 5 o Knowledge of a wide variety of Apple-based devices, including desktop, laptop, mobile devices 1 2 3 4 5 o Experience in configuring both Windows-based and Apple-based software on a wide variety of computing devices, with up to two dozen different types of software. 1 2 3 4 5 o Experience with Access Technology software for individuals with visual impairments 1 2 3 4 5 o Building disk images 1 2 3 4 5 o Removing unnecessary pre-installed software from a new device that may slow or conflict with accessibility software (also known as bloatware) 1 2 3 4 5 o Provide education, training and support for VA professionals who will be ordering the hardware and configuration 1 2 3 4 5 o Self-monitoring through a Quality Surveillance Assessment Plan (QASP) 1 2 3 4 5 8.0 Interested offerors are requested to provide the information as outlined below. " All submissions shall be submitted electronically. Paper copies are not allowed. " Costly, complex presentations are neither required nor desired.
