Description
•I. General Information Air Education and Training Command (AETC) Contracting Squadron (CONS) is seeking information concerning the availability of contractors capable of providing non-personal services for Base Operating Support (BOS) at Maxwell Air Force Base in Montgomery, Alabama. This Sources Sought Notice is issued for informational and planning purposes only. THIS IS NOT A REQUEST FOR PROPOSAL. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals, nor will any award be made as a result of this Sources Sought Notice. Any information provided by Businesses to the Government is strictly voluntary. The Air Force will NOT be responsible for any costs incurred by interested parties in responding to this Sources Sought Notice. Contact with other than AETC CONS Government personnel by potential offerors or their employees regarding this project is prohibited. This FedBizOpps notice is an announcement seeking market information on vendors capable of providing the services described herein. The description is a summary of the required services and is not intended to be all-inclusive. AETC CONS is currently conducting market research to locate qualified and interested potential businesses/sources with experience in BOS services that express interest in performing these requirements. The information requested by this Sources Sought Notice will be used within the Air Force to facilitate decision making and will not be disclosed outside the agency. The main service required is Base Operating Support (BOS). The main North American Industry Classification System (NAICS) code for the requirement is 561210 - Facilities Support Services, and the main applicable small business size standard is $35.5 million in annual gross receipts. Description Of Services Applicable to all services: Services shall be performed in accordance with (IAW) the objectives and responsibilities outlined in Public Law, DoD Air Force (AF) series directives as well as AETC Wing Base instructions, regulations, plans and applicable equipment and or general support technical orders data. •a. Provide all vehicles, equipment, tools, and supplies unless specified in the Performance Work Statement (PWS) as Government furnished or provided. •b. Perform all required Resource Management functions to include development, preparation, submission, and maintenance of financial plans and budgeting estimates IAW the objectives and responsibilities outlined in Public Law, DoD Air Force series directives, applicable AF AETC Wing Base instructions, regulations, and plans as stated above. •c. Perform all computer workgroup management responsibilities within each functional area for all Government provided equipment. •d. Perform records management for all generated and received government documents. •e. Perform in an environmentally acceptable manner •f. Establish an occupational health and safety program for employees which complies with the Occupational Safety and Health Act (OSHA) (Public Law 91-596) and the resulting OSHA Standards 29 CFR 1910 and 1926, including applicable DOD and Air Force Safety Guidelines required to protect Government resources and the general public. Comply with Air Force Occupational Safety and Health (AFOSHSTD) Standards only to the extent required to protect AF resources (facilities, equipment, and AF personnel) and the general public. •g. Comply with all base security requirements. A secret clearance is required in some work areas. Applicable to Base Operating Support (BOS). Provide operating support to the base populace and assigned units as described below. •a. COMM and Information Technology: Services to be provided, network operations management, network infrastructure improvement, network and information security, enterprise technology management, Telecommunications/Telephone Wire Services, Asset Management, Plans and Programs, Client Support Technicians for DREN, Web Services, Information Assurance, distributed computing software support and voice and video communications support. Estimated 3,000 Comm/IT users and 2,500 telephones. •b. Maintenance: manage and administer the base Foreign Object Damage (FOD) and Dropped Object Prevention (DOP) programs. Attend quarterly meetings. •c. Community Services: Services to be provided, recreational activities and skills development services, community center, community libraries, fitness and sports services, outdoor recreation services. Average annual population of more than 12,500 active duty, reserve, civilian and contractor personnel. •d. Civil Engineering Services: Operations : real property and real property installed equipment (RPIE) maintenance, management, operation and repair (including utilities, airfield lighting, alarms, generators, pavements, structures, energy monitoring, and HVAC) for all base facilities, grounds, industrial controls systems, pest control, customer service, material control, barrier maintenance for aircraft arresting systems, custodial services, integrated solid waste management, and recreational area maintenance and repair; Emergency Management: preparedness, response and recovery; Programs : engineering services (major repairs and construction services), project management, planning, design, and technical support; Asset Management : environmental (compliance, prevention and pollution monitoring, integrated pest management service, and recycling), real property management to include space utilization (assess and validate base and facility space requirements), unaccompanied housing management to include off base referral services, and energy management (administer base utilities energy management program to include education and monitoring); and perform Resource Management functions to include development, preparation, submission, and maintenance of financial plans and budgeting estimates IAW the objectives and responsibilities outlined in Public Law, DoD/Air Force series directives, applicable AF/AETC/Wing/Base instructions, regulations, and plans as stated above. Estimated 4,106 acres, 859 buildings, 2,300 lodging rooms. •e. Transportation: Services to be provided, cargo transportation, passenger transportation, vehicle fleet management, vehicle maintenance, material control. Estimated vehicles: 155. •f. Human Resources: Services to be provided, customer service function, personnel records and HRIS management function, assessment and counseling, management and administration of comprehensive education and training programs, management of the military/DOD civilian awards and decorations programs (excludes performance awards), management and administration of effective testing services, support for special functions and interest requests. Average annual population of more than 12,500 active duty, reserve, civilian and contractor personnel. •g. Airfield Support: Services to be provided, airfield management, transient alert services, static display aircraft and maintenance, survival equipment services. Airfield has estimated 3,700 aircraft operations and 1,300 Distinguished Visitor operations annually. Maxwell AFB currently has 10 static display aircraft. •h. Supply: Services to be provided, material management, inventory tracking and accounting documentation, and contingency services. Average annual line items managed: 8223 •i. Resource Management: Services to be provided, management of Appropriated Funds for all included activities, NAF accounting support. Average number of cost centers: 118 •j. Marketing and Publicity: Services to be provided, commercial sponsorship promotion/advertising sales program, promotional plans design, services publicity media design, marketing plans development, printing administration. Develop estimated total of 200 plans annually. •k. Weather: Services to be provided, safe, effective airfield operations and accommodate priority weather service. Provides weather service for 150 aircraft per month. •III. Vendor Response It is requested that vendors respond to this Sources Sought Notice with information in sufficient detail regarding their capabilities and capacity to satisfy the requirement for Base Operations Support services. The section titled 'Applicable to All Services' will apply to each requirement. The Government has not determined the contract type applicable to the requirement. When addressing question 9 below, please indicate the contract type and period of performance for similar services performed.
