Due to system errors/issues, this dummy synopsis is hereby issued.**** Subsequent attached solicitation number will be SPRTA1-12-R-0035. 1. Estimated issue date of solicitation 29 March 2013 and estimated closing date is 29 April 2013. 2. RFP (or RFQ) #: SPRTA1-12-R-0035 3. PR#: NA 4. Nomenclature/Noun: Various (see attached NSN list) 5. Description: This synopsis is for a multiple year, commercial requirements contract for the procurement of sole source, part numbered items manufactured by Rolls Royce Corporation, CAGE 63005. Required Delivery is to be negotiated for each item. 11. Mandatory Language: The proposed contract action is for supplies which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This acquisition supports the tenants of streamlining by employing a Joint Opportunity whereby DLA consumables as well as Depot Level Reparables (DLRs) are combined in a single acquisition strategy using long term contracting procedures on a single award. The key component of this Strategic Supplier Alliance (SSA) will be the ability to effectively provide management visibility into efficiency and productivity of the contract. A Statement of Work (SOW) to outline the Government's requirements and include metrics to monitor contractor performance will be included with the solicitation. DLA Surge & Sustainment (S&S) requirements apply to the DLA consumable items identified as such. Terms are: FOB and Inspection/Acceptance at Origin; DLA Direct shipments only. Foreign Military Sales (FMS) orders and shipments are applicable to DLRs only. Award will be made only if the offeror of the product/service, or the manufacturer, meets qualification requirements at the time of award in accordance with FAR clause 52.209-1. The solicitation identifies the office where additional information can be obtained concerning qualification requirements as cited in each individual solicitation. DSCR does not have a competitive data package for any of the 390 NSN's included in this solicitation. Alternate offers must submit a complete technical package for each NSN for approval in order to be considered for award. This notice of intent is not a request for competitive proposals. A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. Based upon market research, the Government intends to award a commercial contract using FAR Part 12, Acquisition of Commercial Items. An Ombudsman has been appointed to hear concerns from offerors or potential Offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Only written or faxed requests received directly from the requestors are acceptable. The anticipated award date will be 120 days after the issuance of this notice.
