Description
DRAFT Performance Work Statement Dated 4 Mar 2013 SOURCES SOUGHT SYNOPSIS (Not a Notice of Solicitation) The United States Air Force, LCMC/Operational Contracting Division, Wright-Patterson AFB, Ohio is seeking potential sources including small business (SB), 8(a), Hubzone, Women Owned Small Business (WOSB) and Service-Disabled Veteran-Owned small business (SDVOSB), that are capable of providing hotel accommodations that meet the requirements in the draft Performance Work Statement (PWS). The 711th OPM/HPW office is seeking to award a five year contract (base year plus four one-year options). Firms responding shall specify that their hotel meets the specifications provided below and provide detailed information to show clear technical compliance. Additionally, sales history, including recent commercial companies sold to, shall be included to determine commerciality. Minimum Requirements:  Hotel: Accommodations shall be within walking distance (no more than three city blocks) of the University of Maryland Medical Center.  Room: Each room is required to be at least 150 sq. feet with two (2) double or two (2) queen-sized beds, small empty (non-wet-bar) refrigerator, telephone with free local calls, and adequate lighting. Rooms shall be maintained by hotel housekeeping staff on a daily basis. The same set of rooms should be used for C-STARS students each month.  Bathroom: The bathroom is required to have at least one each: toilet, sink, bathtub/shower.  Laundry: Washing machine(s) and Dryer(s) shall be available on the hotel premises for student use.  Microwaves must be either in rooms or available for use in a central location.  Ice machines must be maintained in working order and available to C-STARS students.  The hotel shall provide rooms to C-STARS which are smoke-free.  The hotel shall comply with all Baltimore City fire and safety code regulations.  Please indicate if high speed Internet is available either in each hotel room or at a central, on-site Business Facility at no additional charge to the C-STARS students. Class Schedule: A class schedule will be included in any subsequent solicitation posting. All interested firms shall submit a response demonstrating their capabilities to produce the requested accommodations to the Primary Point of Contact listed below. As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation exists; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely within the Government's discretion. NAICS Code assigned to this acquisition is 721110, with a size standard of $30.0 Million. Firms responding should indicate their size in relation to this size standard, and indicate socio-economic status (SB, 8(a), SDVO, WOSB, and Hubzone). Respondents are further requested to indicate their status as a Foreign-owned/foreign-controlled firm and any contemplated use of foreign national employees on this effort. The government reserves the right to consider a small business set-aside based upon responses hereto for any subsequent action. Any information submitted by respondents to this sources sought synopsis is voluntary. This sources sought notice is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice. Respondents will not be individually notified of the results of any government assessments. The Government's evaluation of the capability statements received will factor into whether any forthcoming solicitation will be conducted as a full and open competition or as a set-aside for small businesses, or any particular small business designation (e.g. SDVOSB, HUBZone, 8(a), etc.).
