Description
The project consists of replacement of existing central plant chillers and pumps along with associated piping and electrical work in Building 4473 at Marshall Space Flight Center.Replacement of chillers includes, but is not limited to, replacement of nine existing 1250 ton water cooled chillers with eight 1250 ton chillers and two 375 ton chillers. New chilled water pumps are provided for the two 375 ton chillers. Also included is a new electrical room addition to the facility. The electrical room addition is an approximately 1680-square-foot pre-engineered metal structure attached to an existing pre-engineered structure. Work related to the electrical room addition includes site demolition, site utilities, site preparation, foundations, building structure, chilled water air conditioning, heat, HVAC controls, lighting, fire alarm, and general power.Electrical work includes, but is not limited to, a new pad mounted transformer, 480-volt switchboard, two 4160-volt variable frequency drives, three 480-volt variable frequency drives, modification of existing starters, and connection of new mechanical equipment. The order of magnitude for the procurement is $5,000,000 to $10,000,000 and the effort shall be completed within 365 calendar days after notice to proceed. All packages requested must be in writing and contain the company name, physical address, e-mail address, point of contact, and phone numbers. An e-mail request will be sufficient, just be sure to reference the solicitation number above. Request for IFB packages should be made to the below listed personnel. Requests for IFB packages will not be accepted less than 10 days prior to bid opening. Award of this project is contingent upon the availability of funds. This procurement is a full and open competition. The NAICS Code and small business size standard for this procurement are 236220 and $33.5 million in average annual receipts, respectively. The anticipated release date of the IFB is on or about April 19, 2013 with an anticipated bid closing date on or about May 24, 2013.The firm date for receipt of bids or proposals will be stated in the IFB. Drawings will be put on a compact disk (CD) and mailed to prospective bidders who have notified this office in writing of their intent to submit a bid. All responsible sources may submit a bid which shall be considered by the agency. Safety records of the prime contractor and subcontractor will be a consideration at award time and the prime contractor must have an EXPERIENCED MODIFICATION RATING (EMR) of 1.0 or less and proof included within the bid package. The prime subcontractors EMR rating shall be no more than 1.1. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html. The solicitation and any documents related to this procurement, with the exception of the specifications and drawings, will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. Prospective offerors shall notify this office of their intent to submit an offer. It is the offerors responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). FAR 52.236-27 Site Visit (Construction) (Feb 1995) Alternate I (Feb 1995) (a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of the solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed. (b) An organized site visit has not been scheduled at this time. Site visits may be arranged by calling Pam Davis at (256) 544-7861. All contractual and technical questions must be submitted in writing. Telephone questions will not be accepted.
