Description
Draft Statement of Work for Industry Comment The Social Security Administration (SSA) is currently performing market research to determine the availability of sources to provide a new Internet Protocol (IP) based security solution for video surveillance systems, intrusion detection systems, and duress alarms consisting of equipment, installation, maintenance and support services. The project is titled Physical Security Systems Standardization and Support Services (PS5). The agency has a staff of approximately 66,000 employees within an organizational structure of 13 Deputy Commissioner Offices. The agency's headquarters is located in Woodlawn, MD. The field organization, which is decentralized to provide services at the local level, includes 10 regional offices, and approximately 1,600 Field Office (FO) locations. The offices are located throughout the United States, Hawaii, Alaska, Puerto Rico, and the US Virgin Islands. The Interagency Security Committee (ISC) establishes Federal facility security criteria consistent with security best practices and the latest security technology. The ISC has set forth standard security criteria according to facility security level (FSL). While SSA typically meets or exceeds the ISC level criteria for its organization, SSA continues to seek ways to implement new guidance and new processes that enhance our security service to the regional offices. SSA identified a need to standardize the process by which electronic security systems are installed and maintained in the regions to create efficiency and cost savings for offices upon relocation or end of lifecycle systems. Services required on this contract support a nationwide installation and maintenance agreement to support projects driven by the Office of Security and Emergency Preparedness (OSEP) with connectivity and infrastructure support and coordination from the Office Telecommunications and Systems Operations (OTSO) for security equipment provided to offices upon office relocation or end-of-life replacement. End-of-life replacement is defined as the agency need to replace a system or systems in need of significant repair with full new solution systems described in this statement of work. The contractor may anticipate approximately 100-125 SSA offices relocating annually. Additionally, the contractor may anticipate approximately 50 offices annually for end-of-life replacements. We request information from businesses that believe they have a bona-fide capability to meet the Agency's PS5 requirements. Specifically, interested firms should submit the following information: 1) General information: Include the company name, address, point of contact, point of contact phone number, DUNS Number, business size standard for the indicated NAICS code 2) Capabilities: In two pages or less, provide an explanation of your firm's capability and experience to support the PS5 requirement. Include details of how you provided similar services to Federal Government clients (include contract number, date of award, dollar value, and explanation of how support relates to the potential requirements stipulated within this notice). 3) Documentation Comments: Provide comments or suggestions to the current Statement of Work. Identify any areas that appear ambiguous or otherwise unclear. Submit responses in writing via email to Kimberly.Huttenberger@ssa.gov. Please reference SSA-RFI-13-PS5 in the email subject line. SSA must receive all responses by 5:00 p.m. Eastern Time on March 29, 2013. Synopsis Terms and Conditions: • This is a sources sought announcement and a request for industry comment on a draft statement of work. • This is not a solicitation announcement for proposals and the Government will not award a contract from this announcement. • The Government will not reimburse for any costs associated with providing information in response to this announcement or any follow-up information requests. • The Government will not accept any telephone calls, or requests for bid package or solicitation. At this time, no solicitation exists. • In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement; the Government will not give information regarding the technical point of contract. • The Government will use responses to this sources sought/market research notice to make appropriate acquisition decisions.
