- THIS OPPORTUNITY IS AVAILABLE ONLY TO SERVICE DISABLED VETERAN-OWNED SMALL BUSINESSES. The Coatesville VA Medical Center is soliciting bids under Solicitation No. VA244-13-B-0578 for the following: 'to fulfill the replacement of 6 pad-mounted, liquid-filled, medium-voltage transformers at the Coatesville VAMC 90C, Blackhorse Hill RD Coatesville PA, 19320. Contractor is to furnish labor and materials and perform work for the VA Medical Center in Coatesville, PA, in accordance with all specifications and drawings. The Solicitation documents and drawings will be available for download from the web https://www.fbo.gov on or about March 30, 2013. Potential bidders are responsible for monitoring this site for the release of the solicitation package and any other pertinent information. The Government will not provide paper copies of the solicitation. Bidders will be responsible for downloading their own copy of the solicitation package, drawings, and subsequent amendments, if any. Telephone, written, facsimile, or e-mail requests for the solicitation will NOT be honored. It is essential that interested parties register on the Interested Vendor Listing at https://www.fbo.gov, 'Interested Vendor List'. Individual copies of the Interested Vendor List WILL NOT be prepared nor distributed by the Contracting Officer. The solicitation amendments issued to the IFB will be posted to the website and bidders are advised it is their responsibility to obtain and acknowledge all amendments. Paper copies of amendments will NOT be individually mailed. The ONLY Pre-Bid Walk Thru will be held on April 10, 2013, at 9:00am, EST (Contractors are to meet in Bldg. 70 Conference Room). While the walk-thru is not mandatory, all bidders, suppliers and subcontractors are strongly encouraged to attend. All requests for information or questions regarding the solicitation must be submitted in writing to the Contracting Officer via mail or by email: Michael.Shull@va.gov no later than Close of Business, April 18, 2013. No telephonic or fax requests will be honored. In accordance with FAR Part 36.204, the magnitude of this project is between $100,000 and $250,000. NAICS Code 238210 with a small business size standard of $14 million. Bid Opening Date is scheduled for April 29, 2013, at 1 pm EST. After the formal bid opening, an award will be made to the lowest responsive and responsible bidder. All interested contractors must ensure that their firms have the ability to provide 100% Performance and Payment Bonds and a 20% Bid Guarantee. The Government contemplates award of a Firm Fixed Price contract resulting from this solicitation. Award of this contract is subject to the availability of funds. The maximum time for completion of the project is 90 calendar days after receipt of Notice to Proceed. Offerors must be listed as 'verified' in the Vendor Information Pages at www.vetbiz.gov at the time bids are submitted, and be currently registered including completing online Representations and Certifications at the System for Award Management (SAM), www.sam.gov. You may register in VIP at http://vip.vetbiz.gov. To complete Representations and Certifications with ORCA, you may go online at https://orca.bpn.gov. Contractor must have a Dun & Bradstreet rating of seven (7) or lower.
