- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement and attachments constitute the only solicitation. Reclamation is requesting quotations and will not issue a separate solicitation package. In order to facilitate the electronic submission of quotations, Reclamation is simultaneously attaching Request for Quotation (RFQ) number R13PS60131 to this announcement. Reclamation's Great Plains Regional Office is soliciting quotations for the performance of weed control treatments on federal lands surrounding Lake Elwell and Tiber Dam and Dike in Liberty County and in Toole County. The work under the solicitation consists of the furnishing of all personnel, equipment, tools, materials, incidental services and items, and supervision necessary to satisfactorily conduct an existing and ongoing noxious, invasive, and nuisance weed control program as specified in the performance work statement. The anticipated period of performance includes an eight-month base period and one 1-year option period. In accordance with the procedures in FAR Part 5 and 12, RFQ Number R13PS60131 is available for viewing through electronic commerce via https://www.fbo.gov and via Reclamation's website at http://ideasec.nbc.gov. Reclamation is issuing the solicitation as unrestricted under the North American Industry Classification System (NAICS) Code 561730, Landscaping Services. The applicable small business size standard is $7.0 Million. The resulting purchase order will be a firm-fixed price type contract. The Government will consider quotations on one of the following scenarios for award: (1) A single award for completed schedules A and B, or (2) Two awards: (i) A single award for only Line Items 0001 and 0002 within Schedules A and B, and (ii) A single award for only Line Items 0003 and 0004 within Schedules A and B. The Government will not consider award on only one of the schedules. Schedule A - Base Period (Services from 05/01/2013 to 12/31/2013) Line Item 0001 - Noxious Species Treatments - Liberty County Provide noxious species treatments at Lake Elwell and Tiber Dam and Dike in Liberty County. Contractor shall provide services in accordance with Task Number 1 in the PWS. Line Item 0002 - Invasive, and Nuisance Species Treatments - Liberty County Provide invasive & nuisance species treatments at Lake Elwell and Tiber Dam and Dike in Liberty County. Contractor shall provide services in accordance with Task Number 2 in the PWS. Line Item 0003 - Noxious Species Treatments - Toole County Provide noxious species treatments at Lake Elwell and Tiber Dam and Dike in Toole County. Contractor shall provide services in accordance with Task Number 3 in the PWS. Line Item 0004 - Invasive, and Nuisance Species Treatments - Toole County Provide invasive & nuisance species treatments at Lake Elwell and Tiber Dam and Dike in Toole County. Contractor shall provide services in accordance with Task Number 4 in the PWS. Schedule B - Option Period (Services from 01/01/2014 to 12/31/2014) Line Item 0001 - Noxious Species Treatments - Liberty County Provide noxious species treatments at Lake Elwell and Tiber Dam and Dike in Liberty County. Contractor shall provide services in accordance with Task Number 1 in the PWS. Line Item 0002 - Invasive, and Nuisance Species Treatments - Liberty County Provide invasive & nuisance species treatments at Lake Elwell and Tiber Dam and Dike in Liberty County. Contractor shall provide services in accordance with Task Number 2 in the PWS. Line Item 0003 - Noxious Species Treatments - Toole County Provide noxious species treatments at Lake Elwell and Tiber Dam and Dike in Toole County. Contractor shall provide services in accordance with Task Number 3 in the PWS. Line Item 0004 - Invasive, and Nuisance Species Treatments - Toole County Provide invasive & nuisance species treatments at Lake Elwell and Tiber Dam and Dike in Toole County. Contractor shall provide services in accordance with Task Number 4 in the PWS. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) General Work Plan - The contractor shall provide a written work plan along with their offer. The General Work Plan shall be an orderly, specific, and complete document in every detail. It shall be presented in a manner which allows it to "stand alone" without the need to reference other documents. It should describe the capability of the contractor's organization to complete this project and demonstrate a thorough understanding of the PWS. At a minimum, the written work plan shall address each of the areas specified below. To assist in the uniform evaluation of quotations, the contractor shall utilize the following format in preparing the General Work Plan. (i) Contractor's Authority - The contractor's ability to address the requirements of Section C 1.3.1. (ii) Technical Approach Proposed to Accomplish the PWS - The contractor's methods, procedures, and equipment: (A) Contain detailed explanations of proposed treatment methods to be performed in order to complete the work. Repeating the PWS without elaborating on the specific tasks to be performed is unacceptable. (B) Contain a specific statement of any problems anticipated in performing or accomplishing the work and methods or techniques which are proposed to solve the problems. (C) Contain an anticipated schedule for completed the work, including what treatment methods will be performed during the option period. (D) Contain a summary table that addresses noxious weed control. At a minimum, the table shall address weed species, treatment methods, years treated, and anticipated results. (iii) Quality Control Inspection Records - A template of inspection records that will be used by the contractor that will evidence how the contractor will document that work is completed. (iv) Contractor's Commitment to Consider Environmentally Preferable Products - Reclamation must comply with Executive Order 13423, Strengthening Federal Environmental, Energy and Transportation Management and the FAR to consider environmentally preferable products to the extent feasible, consistent with price, performance, availability and safety conditions. As defined in Executive Order 13423, environmentally preferable products and services have a reduced impact on the environment and human health when compared to similar products that serve the same purpose. Therefore, the described methods, procedures, and equipment shall present the lowest potential hazard to humans and the environment. It is desirable that the contractor supply the greatest number of environmentally preferable products without jeopardizing the intended end use or detracting from the overall quality of services provided under the purchase order. (2) Company Experience - Company experience is an objective criterion that determines whether the contractor has or has not performed similar work. Therefore, the contractor shall furnish a list (no more than five) of Federal, State, local government or commercial projects similar in scope, complexity, and magnitude to the work required under this solicitation that the contractor has completed within the last three years. These projects must clearly demonstrate the contractor's successful ability to accomplish projects in a timely and satisfactory manner. The Government will not evaluate references with incorrect or missing phone numbers and contact names, which may potentially result in a less favorable rating of the contractor's offer. (3) Past Performance - Past performance is a subjective criterion that determines how well the contractor has performed similar work. Therefore, the Government will use the reference information provided under company experience to aid in the determination of past performance information. Additionally, contractors are strongly encouraged to have a "Past Performance Questionnaire," contained in Section J of this RFQ, completed by at least 3 of the contractor's previous customers. As it is a determining evaluation factor, offerors are strongly encouraged to inform previous customers of the importance of the timely submittal of the questionnaire. It is the offeror's responsibility to ensure that the Government receives the recommended questionnaires by the time and date specified in the solicitation for Receipt of Quotes. The Government may not evaluate Past Performance Questionnaires received after the time and date specified in the solicitation for Receipt of Quotes; potentially resulting in a less favorable rating of the contractor's offer. The Government may also use past performance information obtained from other than the sources identified by the offeror. Reclamation may utilize information obtained from the Past Performance Information Retrieval System (PPIRS) database located at http://www.ppirs.gov. (4) Price - Each of the schedules in Section B consists of four line items; two for Liberty County and two for Toole County. If a Contractor can only perform the required services in one of the counties, then they should provide prices for the county for which they can perform the services and enter "N/A" or "Not Available" for the county for which they cannot perform the services. The Government reserves the right to evaluate offers based on advantages and disadvantages to the Government that might result from making more than one award (multiple awards). Reclamation assumes, for the purpose of evaluating quotations, that $500 would be the administrative cost to the Government for issuing and administering each purchase order awarded under this solicitation. Individual awards will be for the items or combinations of items that result in the lowest aggregate cost to the Government, including the assumed administrative costs. The contractor shall not include any allowance for contingencies that cover increased costs for adjustments contained in FAR Clause 52.222-43, Fair Labor Standards Act and Service Contract Act--Price Adjustment (Multiple Year and Option Contract).
