Title: 10PSER-13-0009, Design-Build Richland Roof Replacement Bid Bond: In accordance with FAR 52.228-1, an original bid bond must be submitted with your proposal in order to be determined responsive. See the attached solicitation package for additional information. There will be a one time only site visit held on Tuesday, March 26, 2013 at 10:00 am PST, at the Richland Federal Building, 825 Jadwin Ave, Richland WA 99352. See attached solicitation GS-10P-13-XC-C-0021 for additional information on attending the site visit. Questions/RFIs are due, in writing, to the Contracting Officer no later than 4:00 pm PST Wednesday, April 3, 2013. Questions received after the deadline may not be accepted. Questions and answers will be compiled and issued via amendment to this notice. ALL inquiries concerning this requirement shall be provided directly to the Contracting Officer only. Proposals are due no later than 4:00 pm PST on April 16, 2013. Proposals shall be mailed or delivered to GSA - PBS, Attn: Rosa Krauss, 904 W Riverside Ave, Rm 135, Spokane WA 99201. Specific instructions can be found in the attached solicitation document. The project requires the contractor to provide all materials, equipment, supplies, labor, design, superintendence, and perform all work necessary to design a roof system, perform demolition of the existing asbestos containing roof to the substrate and install a new roofing system. The existing roof contains asbestos felting. The contractor shall deliver a roofing system with a 20 year warranty. The roofing system shall meet the minimum slope requirements of IBC Code 1507.11.1 for modified systems and 1507.12.1 for Thermoset roofs. The system shall comply with ASHRAE 90.1 energy requirements with no less than an average U value of.05 and shall be rated in accordance with FM P7825, capable of withstanding an uplift pressure as determined by ASCE-7 and FM I-49. It shall also meet ASTM E108, Class 1A or UL 790, Class A and be listed as Fire-Classified roof deck construction in the UL RMSD or Class I roof deck construction in FM P7825. The roof shall be designed for UL90 or FM 1-90 ratings with a minimum wind speed warranty of 100 mph. The government intends to award a single phase, firm fixed price, design-build contract as a result of this solicitation. The solicitation will include a base requirement to design a roof system for the entire Richland federal building (tower, courthouse, and post office), demolish, and install a roofing system for the tower at the Richland federal building (approximately 27,467 square feet). We also anticipate inclusion of two option line items. Option 1 will include demolition and installation of a roofing system for the courthouse (approximately 21,840 square feet) and option 2 will include demolition and installation of a roofing system for the post office (approximately 47,736 square feet). The options, if exercised, will be exercised within 40 days of contract award and run concurrently with the base contract work. The government anticipates issuance of a RFP using Best Value to reach an award decision. DELIVERY SCHEDULE: The delivery schedule will consist of 40 days for design and design submittals. After approval of design the contractor shall have 125 days for construction. All work must be completed within 165 days of contract award. ESTIMATED MAGNITUDE: The magnitude of this requirement in terms of physical characteristics and estimated price range is between $1,000,000 and $5,000,000. SOCIOECONOMIC PROGRAMS: This procurement is 100% set aside for Economically Disadvantaged Women Owned Small Business (EDWOSB) concerns.
