- PURCHASE SPECIFICATIONS C-130 RAINBOW FITTING TOOLING TOP KIT C-130 RAINBOW FITTING TOOLING TOP KIT SOURCES SOUGHT SYNOPSIS: THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Solicitation Number: Notice Type: FA8224-13-R-C130 Sources Sought/RFI Synopsis: NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources. This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. The Government shall not reimburse the costs of preparing responses to this request for information. The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 336413 which has a corresponding Size standard of 1000 Employees. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. The proposed North American Industry Classification Systems (NAICS) Code is 336413 which has a corresponding Size standard of 1000 Employees. Do you feel this is the correct NAICS Code? Program Details: Purchase of complete C-130 Rainbow Fitting Tooling Top Kits in accordance with drawings and Purchase Specifications provided. Build to print. No changes to individual drawings, scope, design and/or configuration will be made. No alterations allowed without approval. Tooling kit will consist of all drawings. This tool kit assists personnel in the removal and install of the C-130 Rainbow Fittings. All items shall be clean of dirt, material shavings, etc. Item must meet the requirements of each assembly drawing. Quantity: 2 Sets with the Option of 1 additional Set Please advise if this is considered a commercial type item FAR 2.101. Is this tooling kit/tooling or any similar type of tooling kit/tooling used in a commercial application in the commercial world? Are the items similar to commercial type items? Is there similar tooling used in the commercial world. Please explain. *****Drawings are available upon request. Requests for drawings must be sent to francene.bielik@hill.af.mil and must include the requestors name and direct contact, email, and postal address, cage code and DUNS number. Requestor must also submit an active/approved DD Form 2345 - Military Critical Technology Data Agreement Certificate issued by the U.S./Canada Joint Certification Office. Failure to provide these items will exclude a requestor from access to drawings. A summary of the U.S. - Canada Joint Certification Program (JCP) and an online DD Form 2345 with instructions for submittal to the U.S. / Canada Joint Certification Office for approval are available at: http://www.dlis.dla.mil/jcp Business Information 1. Articulate the capabilities your company has to offer in providing the needed items. Documentation of capabilities must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional expertise and experience to compete for this acquisition. Organizational Conflict of Interest a. Organizational Conflict of Interest (OCI) as defined and discussed in FAR 9.5, Organizational and Consultant Conflicts of Interest, is a concern in all acquisitions across the Department of Defense. Early involvement with our industry partners is a key element of the OCI process, and it is critical for the Government to be able to identify any potential OCI issues as early as possible for an acquisition. This would allow ample time to address and evaluate any potential OCI issues, if required, prior to contract award with minimal impact to critical acquisition schedules. b. Interested vendors are requested to evaluate their potential OCI issues with regard to this requirement and identify those issues to the Contracting Officer (CO) in accordance with FAR 9.5. Responses to this sources sought must be in writing. Please limit your submissions to five pages.
