Description
The Defense Threat Reduction Agency (DTRA) intends to award a single-source Indefinite Delivery/Indefinite Quantity (IDIQ) contract to Johns Hopkins University Applied Physics Laboratory (JHU/APL) University Affiliated Research Center (UARC), with an ordering period of one year plus two one year options, and a maximum performance of one year beyond the ordering period, to receive support for Technologies for the Interdiction of Chemical/Biological/ Radiological/Nuclear/High-Yield Explosive (CBRNE) Materials. As a DoD chartered UARC, JHU/APL has maintained core competencies that create the essential engineering, research and development capabilities required to meet DoD agencies mission needs. The scope of DTRA's requirements fall under the JHU/APL UARC core competencies listed below. DTRA will leverage off of these core competencies to resolve specific critical challenges identified on individual task orders furthering the accomplishment of the agency's mission. 1. Information Technology (C4ISR/IO). Research, development, and assessment of defense command, control, communications, computer, intelligence, surveillance, reconnaissance, information operations, cyber operations, and information technologies; application of these technologies to battlefield information management, intelligence systems and information warfare systems; operational evaluations and vulnerability assessments of current and planned systems; development of system architectures to improve intelligence systems and to improve the effectiveness and coordination and reduce vulnerability among forces; and demonstrations and testing of these systems. 2. Simulation, Modeling, and Operations Analysis. Development, verification, validation and application of simulations, models, and operations analysis techniques to determine mission effectiveness and performance assessment of current, planned, and proposed systems; and coordination of employment of these systems. 3. Mission-Related R&D. Mission-related and public-service-oriented research, technology development, test, evaluation, and system analysis (e.g., biomedicine, special operations capabilities, defeat of CBRNE weapons, environment, other topics of importance to DoD) through the application of the above core competencies, along with the complementary capabilities of other divisions of the University. This notice is not a request for competitive proposals or a solicitation of offers. However, if a company has reason to believe that it can meet or exceed all the needs of DTRA for this requirement, it may submit documentation to support its claim, i.e., all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by this agency. Any response to this notice must provide clear and convincing evidence that competition would be advantageous to the Government in future procurements. A contract will be awarded under the Other than Full and Open Competition procedures, pursuant to 10 United States Code (U.S.C.) 2304(c)(1) or 41 U.S.C. 253(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-3, Industrial mobilization; engineering, developmental, or research capability; or expert services. The decision not to compete this requirement is within the discretion of the Government. This requirement is subject to the availability of funding. All qualified sources must respond in writing no later than 5:00 PM (EDT), 2 Apr 2013, to DTRA/J4CRB, Attn: Anne Behne, anne.behne@dtra.mil. Responses received after this date/time are considered untimely and shall not be considered. Any documentation received shall become the property of the Government.
