- This Request for Information (RFI) is being issued by the Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD) for the Financial Management Line of Business (FMLoB), U.S. Department of the Interior. The result of this market research will contribute to determining the method of procurement for the follow-on acquisition. This is a market survey for: 1.Completion of the attached survey for SMALL Businesses. 2.Written comments from industry on the draft Government Oracle Federal Financials (OFF) System Support PWS performance work statement. The IBC FMLoB provides cross servicing to Federal agencies as an Office of Management and Budget (OMB) approved Shared Service Provider (SSP). The IBC is requesting information from SMALL BUSINESS contractors who can provide contractor support to the IBC Financial Management Line of Business. The IBC FMLoB solution is based on Release 12 version of the Oracle eBusiness Suite including core Federal Financials, Inventory, iProcurement, Purchasing, Sourcing and Contract Lifecycle Management and Discoverer reporting. The selected contractor will assist the IBC in four primary areas: 1.Participate in customer/client engagement activities and preparation of technical/cost proposals to implement Oracle Federal Financials (OFF) and other Oracle enterprise applications at potential client agencies and develop technical/cost proposals for implementing new functionality for existing OFF client agencies; 2.Serve as the integrator where the IBC is selected as the service provider for new customer implementation/integrations and/or enhanced functionality as desired by an existing client agency; 3.Provide support for OFF implementation/integration activities for which the Government is specifically responsible; and 4.Provide support for OFF application operations and maintenance. The goal of this RFI is to identify SMALL BUSINESSES that can provide integrated support to current and potential customers of the Oracle Federal Financial accounting system and supporting Oracle enterprise applications and other Oracle third party systems in support of the IBC SSP. Based on the response to this sources sought notice & other internal market research, this requirement may be set-aside for small businesses. The applicable North American Industry Classification System (NAICS) codes assigned to this procurement with a size standard of $25.5 million are: Primary Applicable 541512 Computer Systems Design Services Secondary Applicable: 541511 Custom Computer Programming Services Secondary Applicable: 541519 Other Computer Related Services Proposed Product Code: D399 IT and Telecom Other IT and Telecommunications THERE IS NO SOLICITATION AT THIS TIME. This request for capability information utilizing a written survey template, does not constitute a request for proposals. Submission of any information in response to this market survey is purely voluntary. The government assumes no financial responsibility for any costs incurred. This notice does not obligate the Government to award a contract. Marketing brochures and/or generic company literature will not be considered and should not be sent in response to this survey. Submission Requirements: 1.Completed Survey Template: shall be submitted electronically and shall only be submitted within the provided survey template format. Paper copies will not be accepted. 2. Industry Comments specific to the Government OFF System Support PWS shall be submitted electronically in Microsoft Word, 12pt font, Arial Narrow only. Paper copies will not be accepted. All surveys and comments received in response to this Sources Sought Notice that are marked or designated as corporate or proprietary information will be fully protected from release outside the evaluation Panel. Any organization responding to this notice should ensure that its response is complete in accordance with the template provided to allow the Government to determine the organizations qualifications to perform the work. Respondents are advised that the Government is under no obligation to provide feedback to respondents with respect to any information submitted. No classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non‐proprietary technical information in any resultant solicitation(s). Please be advised that all submissions become Government property and will not be returned.
