- NASA/GSFC intends to extend the ordering period from May 8, 2013 to October 8, 2013 and increase the maximum ordering value of the Electrical Systems Engineering Services Interim contract (ESES Interim) Indefinite Delivery Indefinite Quantity (IDIQ) Contract (NNG10CR08C), for the Applied Engineering and Technology Directorate (AETD) from $238,693,353 million to $288,693,176 million. NASA/GSFC intends to purchase the services from Muniz Engineering, Inc. (MEI) on a sole source basis to ensure continuing performance of mission-critical support currently provided through task orders issued under the ESES Interim contract until a competitive follow-on contract can be awarded. Extending the ordering period and increasing the maximum ordering value of the ESES Interim contract will avoid unnecessary duplication of effort as the competition for a follow-on contract (ESES II) is already in progress. MEI, as the current incumbent, is the only responsible source qualified to perform this requirement due to its current performance of tasks related to numerous complex NASA flight programs such as Global Precipitation Measurement (GPM), Magnetospheric MultiScale (MMS), Landsat Data Continuity Mission (LDCM), James Webb Space Telescope (JWST), SoilMoisture Active-Passive (SMAP), Soft X-Ray Spectrometer (SXS) for the Astro-H mission, and the Advanced Topographic Laser Altimeter System (ATLAS), which have critical schedules that must be met. The statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1)Only One Responsible Source. The Government does not intend to acquire a commercial item using FAR Part 12. See Note26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Kelly Jonas, via email at Kelly.D.Jonas@nasa.gov, not later than 4:30 p.m. Eastern Standard Time (EST) on April 1, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
