Description
High Stress Assignment Outbrief Implementation Guide Solicitation Background The George P. Shultz National Foreign Affairs Training center of the Department of State is the federal government's primary training facility for personnel of the foreign affairs community. The Foreign Service Institute (FSI) is the Department bureau that provides training for employees of the Department of State and other agencies at the Shultz Center. The Institute's Transition Center offers the High Stress Assignment Outbrief program, which occurs in either scheduled large group sessions (MQ950) or ad hoc individual and small group settings (MQ951). The Outbriefs are designed to be two-way educational programs, combining a psycho-educational component and a structured protocol interview. The facilitator-led psycho-educational section covers the basics of decompression symptomatology, related pathologies, including Post Traumatic Stress Disorder, resources available to employees and family members, and suggestions for facilitating personal transitions in resuming civilian life, re-entering a more normative work environment, and reintegrating into personal relationships after service in a threatening and demanding overseas assignment. The interview follows a series of questions designed to elicit and collect information on the ever-changing circumstances and experiences of officers deployed to high stress posts. Purpose The Foreign Service Institute is seeking small business contractors to assist in implementing the High Stress Assignment Outbrief (MQ950 and MQ951). The overall aim of the program is to empower returnees from high threat diplomatic assignments around the world to predict, identify, and respond to the rigors of decompression, and to capture in a non-intrusive dialogue, their suggestions, advice, experiences, and reflections on their assignments for the benefit of the Department and their successors. Contractors are needed primarily to facilitate individual or small group (1-4 people) Outbriefs, but might be called upon for (scheduled) large group (up to 25 people) Outbriefs as well. Additionally, contractors may be asked to develop resource materials, compile scientific research into practicable information, present in conferences, and other duties related to the development, explanation, implementation, marketing, and evaluation of the Outbrief program.
