Description
A001 - REVISED SCOPE OF WORK (SOW) FOR DEFINITIONAL MISSION (DM): FOR NIGERIA - ENERGY SOLUTIONS: RFQ-CO201311121 Amendment 001 (A001) Questions and Answers (BOLD) Q&A: Q&A Q1. The SOW states that the Contractor shall travel to at least Lagos for a minimum of 7 calendar days. From past experience working in Nigeria it is usually very important to meet with officials in Abuja as well. Depending on the project(s) being developed during the base and option periods totaling many months, the requirement may be to visit other cities, lending a full 7 days in Lagos potentially not relevant. Would USTDA reconsider this minimum requirement and allow the Contractor the flexibility of proposing the number of days in at least the two cities of Abuja and Lagos? (A1) Per the revised SOW, "The DM Contractor shall also travel to Nigeria for a total travel time of at least seven calendar days with at least one destination to include Lagos" for the base period of this requirement and for each option which is exercised. Q2. The SOW requires the Contractor to provide arrival/departure briefing/debriefing to the U.S. Embassy/Consulate. If a briefing/debriefing with the U.S. Embassy is required a trip to Abuja would be needed. Alternatively, the Contractor could conduct the briefing/debriefing with the commercial section at the U.S. Consulate in Lagos and would not need to travel to Abuja. Would USTDA please clarify the specific requirements regarding a trip to Abuja and any meetings in Abuja? (A2) Per the revised SOW, "The DM Contractor shall also travel to Nigeria for a total travel time of at least seven calendar days with at least one destination to include Lagos." There are no specific requirements for a trip to Abuja. Q3. Would USTDA please confirm that the bidders must submit a complete budget for the Base Period and the two Option Periods, e.g. the total potential requirement? (A3) Yes, the bidders must submit a complete budget for the Base Period and the two Option Periods.
