- The U. S. Army Corps of Engineers, Walla Walla District, is issuing this special notice to inform industry of the intent to solicit and negotiate solely (as prescribed in FAR 13.106-1(b)(1) Soliciting from a single source) with the Nez Perce Tribe, 120 Beaver Grade, Lapwai, ID 83450. The notice is being issued pursuant to FAR 5.207(c)(15). A determination not to compete this proposed contract will be made Pursuant to 41 U.S. C. 253(c)(1), as implemented by FAR 13.106-1(b)(1) pending review of responses to this notice. Description of requirement: This is a non-personal services contract to provide Biological Control (Bio-control) Treatment for Noxious Weed Control and Monitoring on lands managed by the U.S. Army Corps of Engineers (COE) around Dworshak Dam and Reservoir. Services under this contract include inventory of weeds, release of Bio-control agents on weed populations, and site monitoring of weed populations and release sites on COE lands surrounding Dworshak Project. Work includes preparation of a work plan at the beginning of the performance period, based on historical data and COE weed management objectives for the season, as well as preparation of a detailed annual report following the field season. The North American Industry Classification System (NAICS) for this requirement is 561730, Landscaping Services. The Small Business Size standard for this NAICS is: $7 Million This notice of intent is not a formal solicitation or request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of quotations or offers received in response to this notice. Interested parties may identify their interest and capabilities no later than 11:00 a.m. Pacific Standard Time on March 29, 2013. Faxed and e-mailed statements are acceptable, but the senders bear full responsibility to ensure complete transmission and timely receipt. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The key qualifications for this proposed contract include: At least five years current experience performing the above activities in similar steep rugged terrain. Includes complete planning, inventorying, application, and monitoring of bio-control measures, not only providing bio-control agents to the Government. Ability to incorporate all prior data into current programs to ensure continuity and effectiveness of the current program. Facilities and personnel of sufficient numbers and proximity enough to ensure monitor at least twelve (12) different treatment sites throughout the season (June through September). Ability to procure any and all live agents approved for bio-control treatment of noxious weeds in the State of Idaho, and access to nursery sites for live agents that are within 150 driving miles of the treatment areas to ensure low-impact delivery, and thus maximum survivability, of agents. Extant rights-of-way on adjacent lands for access to Corps lands. Landowners may be Idaho Department of Lands, Bureau of Land Management, U.S. Forest Service, Potlatch Forest Products, or small private land owner. Possession of all hardware and software required to collect and present electronic field data and submit data in either ESRI SHAPEFILE or GEODATABASE formats. Extant relationship with USDA Animal and Plant Health Inspection Service (APHIS) and authorization from APHIS to transport and release bio-control agents into the native environment. Ability to provide written proof that each bio-control agent provided is approved for use within the State of Idaho. Information received will be considered for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government, based on a review of responses from this notice.
