- Past Performance Questionnaire DD 254 Solicitation The requirements for this contract are to provide advisory and assistance services to DSCA to support the MoDA program which deploys DoD civilians to serve as advisors to partner nation Ministries of Defense or similar government organizations in order to build effective and accountable security institutions. Over 80 advisors are currently deployed to Afghanistan. The FY12 National Defense Authorization Act grants authority for the MoDA program to deploy DoD civilian advisors worldwide. Due to this rapid program growth, the MoDA program office requires contractor support in the areas of human resources, operations support, training, assessment, reach-back development, and global outreach efforts. The contractor will support the full range of MoDA program functions detailed under the requirements section. To perform this work successfully requires special and expert knowledge, skills and experience in disciplines not resident within DSCA. Continued utilization of contractors with specialized knowledge and expertise is required in accomplishing critical, time-sensitive tasks. The advice and consultancy requested is intended to provide sound recommendations and products in a wide range of cross-functional areas, as shown in Part 5 below. The specific work effort related to these areas will be explained, prioritized, and further clarified on a regular basis by the COR.
