- The Federal Bureau of Prisons (BOP), Field Acquisition Office, Grand Prairie, TX intends to make a single award for the provision of one (1) Non-Specific Faith Spiritual Guide for inmates at the Department of Justice, Federal Bureau of Prisons, the Federal Correctional Complex (low) (FCC) Petersburg, VA. This is a not new requirement. The incumbent is Bethesda Family Services Foundation ($28.50/session). The North American Industry Classification System (NAICS) Code is 813110 (Size Standard: $7 million). The contractor must have the ability to work with an inmate population from a variety of cultural, regional, racial and ethnic backgrounds. The contractor must have a minimum of three years documented, continuous, full-time experience as a social values and responsibilities instructor. The contractor must possess at a minimum, a Bachelor of Arts degree from an accredited college or university with a major in religious studies, religious education or related curriculum. Bilingual oral communication skills in Spanish are preferred, along with correctional experience being desirable, but they are not required. The licenses will be subject to verification. The Contractor will provide a copy of all diplomas and/or certificates to support stated qualifications. All contractors doing business with the Federal Government must be registered in the System for Award Management (SAM) database under NAICS Code 813110. The website for registration is www.SAM.gov. The contract periods will consist of a 12-month base period and four 12-month option periods for renewal with an estimated maximum of 1,144 sessions per year. A session will equal one (1) hour. The Contractor shall not exceed 30 hours in one week. The work can normally be performed Monday through Friday (except Federal holidays). Classes normally will be conducted from 12:30 PM to 3:30 PM and Monday evenings from 5:30 pm - 8:30 pm., Thursday mornings from 8:00 am - 12:00 pm. The solicitation will be available on/about March 19, 2013 and will be distributed solely through this website. Hard copies of the solicitation will not be available. The website provides downloading instructions to obtain all documents relating to this solicitation. All future information concerning this acquisition, including the solicitation and any subsequent amendments, will be distributed through the website. Interested parties are responsible for monitoring the website to ensure they have the most up-to-date information about the acquisition. The date for receipt of quotations is on/about April 8, 2013; however, this is a projected estimate and quoters should refer to Page 1 of the solicitation (Block #8) for the actual date quotations are due. Faith-Based and Community-Based Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. All responsible small business concerns are encouraged to submit a quotation which may be considered. See Note 1.
