Description
NASA/KSC has a requirement for a 3-Dimensional Lightning Mapping Array System (LMA). LMA is a three-dimensional total lightning location system patterned after the LDAR (Lightning Detection and Ranging) system developed at NASA's Kennedy Space Center The system measures the time of arrival of 60 MHz RF radiation from a lightning discharge at multiple stations, and locates the sources of the radiation to produce a three-dimensional map of total lightning activity. NASA/KSC intends to purchase the items from The New Mexico Institute of Mining and Technology, DBA New Mexico Tech. New Mexico Tech is the only known manufacturer of the LMA that can provide KSC's requirement to map inter-cloud lightning in 3-dimensions in the VHF 60 MHz frequency. Two critical requirements for the LMA are 1). the ability to supply the z component of the inter-cloud discharge, and 2). The use of the VHF frequency. The initial market research conducted concludes that New MexicoTech is the only known provider capable of satisfying the Government's requirement for the LMA. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 02, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
