Description
Full Amended Solicitation - OPM3213R0001/0001 SF 30 - Amendment 0001 The purpose of this amendment is to: 1)incorporate changes to the solicitation; and 2) incorporate Attachment 6 - Questions and Answers into the solicitation This is a combined synopsis/solicitation for a commercial service prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.102 (g) and with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Proposals are being requested and a written solicitation will not be issued. The Solicitation number is OPM3213R0001 and is issued as a Request for Proposal (RFP). This solicitation document incorporates all mandatory commercial item provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-64 dated January 18, 2013. The North American Industrial Classification System (NAICS) code is 541513, and the small business size standard is $25.5 million. This procurement is being reserved exclusively for qualified 8(a) Small Businesses in accordance with FAR Part 19.8. The U.S. Office of Personnel Management's (OPM), HR Tools and Technology (HRTT) located in Macon, Georgia, is an information technology (IT) systems design, development, and operations center. The HRTT provides support for a variety of human resources management (HR) systems that serve customers in OPM, other Federal agencies, and State and local agencies and their constituents across the U.S. and globally. The systems currently operated or being developed by the HRTT includes candidate assessment systems, staffing systems, and benefits selection systems. The successful contractor shall provide OPM with IT systems records management, customer assistance, and production operations support services. OPM will award a Blanket Purchase Agreement to the successful offeror under which it will acquire defined tasks on an as-needed basis. OPM intends to award one Firm Fixed Price Blanket Purchase Agreement to the offeror that represents the best value to the government. The Period of Performance (POP) shall be five years (base year and four (4) one-year option periods). The base period will begin on or near the date of award. The anticipated award date is on or about May 31, 2013. IMPORTANT DUE DATES: 1. Proposal Response Due Date Proposals shall be received no later than 2:00 PM Eastern Standard Time (EST), April 2, 2013. Proposals submitted in response to this notice shall include the solicitation number in the subject line and be signed, dated and submitted via email to Vito.Bertucci@opm.gov. Offerors are solely responsible for ensuring their proposals are received at the designated time and place for receipt of proposals. Technical and Pricing proposals MUST be in two separate volumes. Each of the parts shall be separate and complete, so that evaluation of one may be accomplished independently of and concurrently with the evaluation of the others. If your technical and price proposal is not submitted in two separate files, your response to this solicitation will be considered non-responsive and withdrawn from consideration. 2. Communications and Questions All communications and questions concerning this solicitation including requests for clarification shall be made in writing to Vito.Bertucci@opm.gov. All questions and OPM's response will be included via solicitation amendment and provided to all offerors via posting on www.fbo.gov. Same/similar questions will be grouped together for a single response Responses to questions will not reference the inquiring interested vendor. The due date for communications and questions concerning this solicitation are due NO LATER THAN 2:00 P.M. Eastern Standard Time on March 8, 2013. Electronic submission of questions and comments shall be emailed to Vito.Bertucci@opm.gov. Electronic mail attachments, if included, shall be prepared using Microsoft Word 2007 and lower. For submission of questions and comments, refer to the specific text of this solicitation. Use the following header in the email subject line.
