Submission of capability statements are now due 22 Jan 2013 NLT 1300 hrs EST. Sources Sought Notice (SSN) REQUIREMENT: The Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI) Project Manager for Combined Arms Tactical Trainers (PM CATT), Assistant Project Manager (APM) for Medical Simulation (MedSim), Program Manager for the US Air Force Medical Modeling & Simulation Training (AFMMAST) Program is conducting Market Research to determine interested sources and capabilities of industry for the procurement of Air Force Medical Modeling and Simulation Training (AFMMAST) Program Support Services. Interested sources are invited to provide a capability statement for providing services as described in this Sources Sought Notice (SSN) and in the attached Draft Performance Work Statement (PWS). Background: This effort is a competition of an existing contract which provides a diverse work environment ranging from program resource management & logistics, research & development, curriculum development, medical simulation center operations (coordinators and/or operators), management, and air evacuation that covers every phase of medical casualty care and transport. This effort was previously awarded by the Office of Personnel Management (OPM) with a Period of Performance (PoP) from 2008 - 2013. Currently the Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI) is issuing a six (6) month Bridge-Contract with three, one (1) month options to provide time to compete this effort. The six month Bridge-Contract will have a PoP of 1 February 2013 to 31 July 2013 with allowable options to 31 October 2013. Purpose and Objectives: The purpose of this procurement is for AFMMAST Program Service Support of a highly specialized service. This procurement must provide services establishing personnel to support the AFMMAST program as the premier medical simulation training program of excellence within the Department of Defense. Interested parties are requested to review the requirements and information stated herein and in the attached Draft PWS submit a written response by the closing date of this posting. The industry feedback received will allow PEO STRI to validate cost and schedule projections as well as solidify our acquisition planning. Project Requirements: Submit capability statements specifying abilities to perform the following functions: A. Show no more than 5 years of past performance expertise in the following areas: I.International and National Education dissemination, utilizing a variety of high fidelity patient simulators, virtual reality trainers, and virtual reality with haptic trainers, and serious medical games to meet identified learning objectives for 68 Air Force specialty codes, such as, but not limited to Doctors, Nurses, medical technicians, Independent Duty Medical Technicians, laboratory, radiology, and administrative specialists. II.Sharable Content Object Reference Model (SCORM) Compliance, Learning Management System (LMS) integration, Open Source Software, and the DoD Information Assurance Certification and Accreditation Process (DIACAP) certification. III.Describe the current talent pool you have available to meet the requirements set forth. If you do not have a current talent pool, describe how you would recruit the following skill sets by job role. B. Recruitment of highly specialized personnel in Central Program Office I.Program Administrator that will develop, facilitate & align Strategic Planning, Programming & Operation Support, to include business & requirements planning, policy execution, and program management which supports cradle-to-grave deliberate planning processes. Five years of proven experience in leading National and International fiscal operations in medicine, simulation, and/or education based upon the premises of quality customer service, coordination, and execution. The candidate must have Air Force Program Objective memorandum, resourcing, contracting, and logistics experience. The candidate must have a Graduate Degree in Business Administration, ten years experience in medical military hospital administrative training, preferably in the Air Force Medical Service (AFMS). Expertise is required in the Department of Defense Planning, Programming, and Budgeting System (PPBS) and Unfunded Requirement (UFR) drills. Deployment experience is preferred. Demonstrated supervisory skills proficiency, such as timely feedback, performance appraisal, handling conflict in the workplace, documenting subordinate behavior that does not meet identified standards, team building proficiency, and motivating staff toward desired outcomes. II.Program Director of Operations that will provide oversight and execution of the medical simulation training programs across 6 countries, encompassing 86 sites based upon the premises of quality customer service, coordination, and execution. The candidate must have curriculum development, and conference planning /demonstration experience. A Bachelor's degree with a focus in education/training or a minimum of 10 years or more of clinical/critical care experience. Five years of educational experience, with 8 years of experience in the education and training of adult learners. Five years experience with a variety of medical simulation training platforms. Five years of experience in leading National and International simulation operations in medicine, simulation, and/or education. Medical military deployment experience is preferred. Demonstrated supervisory skills proficiency, such as timely feedback, performance appraisal, handling conflict in the workplace, documenting subordinate behavior that does not meet identified standards, team building proficiency, and motivating staff toward desired outcomes. III.Program Director of Research & Development (R&D) that will oversee all research and development activities for the AFMMAST program to include developing and conducting research on training effectiveness, cost effectiveness, medical outcomes, patient safety, etc. related to the use of medical modeling and simulation, based upon the premises of quality customer service, coordination, and execution. The candidate must have a Graduate degree in Statistics; have superlative grant/proposal writing skills; the ability to coordinate geographically separated units for multi-center studies; and DoD technology development experience. Five years of experience, in leading National and International research programs; computer proficiency with MS Office, PowerPoint, Excel, and statistical software such as SPSS, and SAS; and demonstrated experience with the Surgeon General Requirements for Operational Capabilities Council (SGROCC's) and the establishment of high performance teams for requirements definition. Demonstrated supervisory skills proficiency, such as timely feedback, performance appraisal, handling conflict in the workplace, documenting subordinate behavior that does not meet identified standards, team building proficiency, and motivating staff toward desired outcomes. IV.Program Research Manager that will support the director of R&D in all activities related to research and development for the AFMMAST program, based upon the premises of quality customer service, coordination, and execution. These activities include developing and conducting research on the training effectiveness, cost effectiveness, medical outcomes, patient safety, etc. related to the use of medical modeling and simulation, and maintenance of an industry bibliography. A Master's degree is required with a focus in health, education, or related field, strong quantitative/statistical skills, experience with statistical software packages such as SPSS or SAS, project management expertise, and research experience in evaluation. V.Program Research Assistant that will assist R&D Director and Research Manager with collection of data across the AFMS, as directed based upon the premises of quality customer service, coordination, and execution. The Research Assistant will also support analysis of data on various research protocols, strong computer skills, expertise in Access database management. Bachelor's Degree is preferred, in health, education, psychology (e.g. industrial organization) or related field. Strong analytical background reviewing quantitative and qualitative data, with qualitative research and experience. VI.Program Director of Curriculum that will plan, organize, and direct education and training efforts for the AFMMAST program based upon the premises of quality customer service, coordination, and execution. Five years experience in leading National and International Training programs. The candidate must have a Graduate Degree, A minimum of 10 years of clinical experience including inpatient and critical care medicine. Military deployment experience in the management of combat casualty care, Instructional Systems Design (ISD) curriculum, expertise with a variety of simulation programming platforms (i.e. METI, CAE, Laerdal, Gaumard, KGS, and MOES.) IM/IT certification, development of virtual reality training tools, and blended learning design experience is preferred. Physician, Nurse Practitioner, Physician's Assistant, or Nurse. Demonstrated supervisory skills proficiency, such as timely feedback, performance appraisal, handling conflict in the workplace, documenting subordinate behavior that does not meet identified standards, team building proficiency, and motivating staff toward desired outcomes. VII.Program Administrative and Curriculum specialist that will perform administrative tasks (some of which are difficult and complex). The candidate will have ability to work on multiple projects concurrently, and provide support in highly confidential matters, based upon the premises of quality customer service, coordination, and execution. The candidate shall work on the development of curriculum and/or research and shall support the AFMMAST CPO staff. Bachelor's Degree is preferred. 5 years experience providing administrative support and project management support in a professional services firm (or significant Department of Defense entity.) The candidate must have experience in use of the AF Task Management Tool Program, know the Air Force Instructions (AFI's) surrounding File Management Plans, and have superlative oral, written, and communication skills. Experience in Microsoft Word, Excel, PowerPoint and Outlook; and strong keyboard skills. Strong experience with Microsoft Access and the Defense Travel System. VIII.Program Logistics Manager that will provide assistance to the Program Administrator in planning, organizing, procuring and executing AFMMAST program activities, based upon the premises of quality customer service, coordination, and execution. In addition, provide AFMS assistance in developing, facilitating & aligning Strategic Planning, Programming & Operations Support, business & requirements planning, policy and execution, and Program Management which supports a cradle-to-grave deliberate planning process. At least five years experience in medical military training, with a excellent demonstrative experience in Logistics/Acquisitions for International and National training programs. The candidate must have strong experience with the AF Defense Medical Logistics system. Proficiency with ABSS, TIGERS Logistics System, CRIS Financial System, POM & UFR cycles in AFMS. Strong knowledge of the Department of Defense Planning, Programming, and Budgeting System (PPBS). C. Recruitment of highly specialized personnel in Simulation Centers across AFMS I.Simulation Coordinators have overall responsibility for management of the simulation program at their treatment facilities based upon the premises of quality customer service, coordination, and execution. They work in conjunction with the simulation operator and their treatment facilities Education and Training (E&T) personnel, and are responsible for ensuring that simulation center operations aligns with organizational training. The candidate will perform a learning needs assessment, and design a simulation plan to address the identified needs. They are responsible for enterprise-wide initiatives such as but not limited to, creation of combat, clinical, and air evacuation/critical care air transport simulation scenarios; research and development efforts; military utility equipment testing; and beta testing of educational tools and programs. The Coordinator will be responsible for maintaining and operating part-task trainers, high fidelity simulators, and surgical simulators (at some sites) in addition to the necessary supporting supplies and equipment. Demonstrated supervisory skills proficiency, such as timely feedback, performance appraisal, handling conflict in the workplace, documenting subordinate behavior that does not meet identified standards, team building proficiency, and motivating staff toward desired outcomes. The candidate must have a Bachelor's Degree, with 10 years of clinical experience, and 5 years of education experience. Military experience, particularly military medical and deployment experience are required. II.Simulation operators will assist with medical simulation training, based upon the premises of quality customer service, coordination, and execution. The simulation operator will be responsible for maintaining and operating part-task trainers, high fidelity simulators, and surgical simulators (at some sites) in addition to the necessary supporting supplies and equipment. The simulation operator will contribute to the design, development, testing, and implementation of training materials and scenarios. The candidate must have a Bachelor's Degree, with 5 years of clinical experience, and 5 years of education experience. Military experience, particularly military medical and deployment experience are required. In the absence of a Simulation Coordinator, the Operator will function in this capacity when classes are concluded. III.Research Engineer for Medical Simulation (i.e. Research Engineer) shall support medical simulation application development for the AFMS, based upon the premises of quality customer service, coordination, and execution. This position entails providing support and direction to the AFMS in the research, design, and implementation of advanced medical simulation systems. The candidate must have a Doctoral Degree in computer science with 5 years of experience in one or more of the following areas: computer graphics, haptics, collision detection, and deformable object modeling. Interested, qualified organizations should submit a tailored capability statement for this requirement, not to exceed 20 single-sided pages (including all attachments) sent in single-space, using 12-point Times New Roman font size, that clearly details the ability to perform the aspects of the notice described above. The submission can be either an MS Word or Power Point Presentation. The cover page should include company name, address, and points of contact including phone numbers and email address. Provide a Rough Order of Magnitude (ROM) pricing. ROM shall include the estimated cost to perform the effort by labor category. Detailed overhead rates or buildup are not required. Interested vendors shall identify their Business Size Standard. If you are a small business, provide explanation on how you intend on meeting the limitations on subcontracting per FAR 52.219-14, Limitations on Subcontracting Performance. Acquisition Approach: In accordance with Federal Acquisition Regulation (FAR), Part 10, Market Research, the Government is conducting market research to determine the acquisition strategy. The Government anticipates a Firm Fixed Price (FFP) contract with Cost type Contract Line Item Numbers (CLINs) for travel. Additionally, the Government anticipates to award on a Trade-off/Best Value basis. The period of performance will be a one (1) year base period with four (4) one-year options. North American Industry Classification System Code is 611710. Constraints: Must be fully operational no later than 60 days from date of award. AFMMAST provides support throughout 15 CONUS and 6 OCONUS locations in 6 countries. This effort consists of establishing the Curriculum, Administration and Operational Support (Instruction) for the Simulation Training Centers, and Research Services.
