- This Solicitation, W911NF-13-R-0003, pertains to the RDECOM SBIR and STTR Support Services requirement. The support services being procured for under this requirement include, but are not limited to: (1) Technical and professional support services to the SBIR PMO with topic development; (2) assistance with the SBIR/STTR Source Selection process; (3) evaluation support; (4) debrief and protest support; (5) Small Business Assistance to include a SBIR Help Desk; (6) Army SBIR Public Website; (7) Technical Assistance Advocates (TAAs) located at eight (8) Program Executive Officers (PEOs) as identified in the PWS; (9) commercialization, business planning, marketing assistance; and (10) Outreach Program support. In accordance with the SBIR Reauthorization Act of FY2012, the SBIR program has been mandated to implement the Commercialization Readiness Program (CRP). The contractor will provide support to the PMO in developing strategies to help educate Small Businesses in how to transition research developed through SBIR projects into commercialization opportunities. The ultimate objective of each SBIR project is to develop technologies and products that a small business may market to the Government or private sector, resulting in revenues from non-SBIR sources. The basic design of the Army SBIR program is to encourage proposals based on scientific and technical approaches most likely to yield results important to DOD and private sector. For the SBIR PMO to ensure successful transition of research projects, the potential contractor shall develop a Commercialization Assistance Management Plan (CAMP), which will be used to evaluate and assess the probability of active Phase II research projects transitioning to commercial/military applications.
