- This is a pre-solicitation notice regarding Solicitation W9124L-13-R-0005. The Mission and Installation Contracting Command (MICC) - Fort Sill intends to issue a solicitation for combination of Full Food Services (FFS) and Dining Facility Attendant (DFA) + Headcounter Services in four (4) dining facilities, Subsistence Supply Management Office Warehouse (SSMO) Services, and Full Food Service Mobilization (FFSM) for the U.S. Army at Fort Sill, Oklahoma in support of Fort Sill's Directorate of Logistics. The contractor will be required to provide all resources, except Government Furnished Property (GFP) as specified in the Performance Work Statement (PWS). This procurement is a competitive 8(a) set-aside, under North American Industry Classification System (NAICS) code 722310, Food Service Contractors, with a size standard of $35.5M. Priority will be given to blind vendors recognized and represented by State Licensing Agencies (SLAs), under the terms of the Randolph Shepherd Act (R-SA). The Government anticipates release of solicitation W9124L-13-R-0005 on or about 19 April 2013, with a projected closing date of 20 May 2013. The following information is provided in advance of the release of the Solicitation: A Pre-Proposal Conference/Site Visit will be conducted by the Contracting Officer (KO) at 1803 Macomb Road, Fort Sill, Oklahoma on 25 April 2013 at 10:00 A.M. CST. This is the only Pre-Proposal Conference/Site Visit that will be conducted for this acquisition. All interested offerors may attend with a limit of two (2) attendees per offeror. Offerors planning to attend this conference must notify the Contract Specialist, Martha Livsey and KO, Amber VanHoozer no later than 12:00 P.M. (noon) CST, 04 April 2013 at Martha.livsey@us.army.mil and amber.vanhoozer@us.army.mil, with Subject Line Reference: W9124L-13-R-0005, Pre-Proposal Conference/Site Visit, Full Food Services at Fort Sill, OK. Offerors shall provide the following information for each attendee: business name and address, legal name, telephone, fax number, and e-mail address. All attendees must possess a valid photo ID or valid photo driver's license. All drivers must provide a valid photo driver's license. There will be no cameras or recording devices allowed. Cell phones with cameras are allowed, but no pictures or recordings may be taken. Failure to attend the Pre-proposal Conference/Site Visit will not disqualify an offer; however, the offeror acts at their own risk and will not be relieved from complying with the terms and conditions of any resultant contract by reason of such failure. In no event will a failure to inspect the site constitute grounds for a claim after award of the contract. The date for the Pre-Proposal Conference/Site Visit is a projected date and is subject to change. All other dates are projected dates and are subject to change. This solicitation and all amendments will be issued to Federal Business Opportunities Website (FedBizOpps) at https://www.fbo.gov/. Offerors are responsible for checking the website daily for any changes to the solicitation. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents.
