- Description of Work: The Trail Reconstruction, Scapegoat Wilderness BAER project includes work on approximately 31 miles of trails impacted by the 2012 wildfires in the Scapegoat Wilderness area of the Rocky Mountain Ranger District. A variety of post-burn conditions exist. The successful Contractor shall furnish all labor, materials, equipment, supervision, transportation, supplies, and incidentals to complete the work according to the solicitation. Segments of trail requiring work will be designated on the ground by the Contracting Officer according to the Standard Specifications for Construction and Maintenance of Trails, Section 908. Base Bid Items: Trails included are: 1. Straight Creek Trail 212 2. Crown Creek Trail 232 3. Elbow Pass Trail 248 4. Cigarette Rock Trail 247 5. Green Fork Trail 228 6. South Fork Sun Trail 202 7. Observation Pass Trail 246 8. Green Fork Connector Trail 279 Additive Bid Items: Item 913(01)A - Work consists of replacing a section of turnpike on Straight Creek Trail 212. Item 953(01)A - Work consists of constructing log barriers on one or more of the following trails: 1. Straight Creek Trail 212 2. Crown Creek Trail 232 3. Elbow Pass Trail 248 4. Cigarette Rock Trail 247 5. Green Fork Trail 228 6. South Fork Sun Trail 202 7. Observation Pass Trail 246 8. Green Fork Connector Trail 279 Project Location: The project is located on the Lewis & Clark National Forest, Rocky Mountain Ranger District, in Lewis & Clark County, Montana. Specific trail sites to be reconstructed are situated in the Scapegoat Wilderness near the Benchmark campground, approximately 30 miles west of Augusta, Montana. Directions from Augusta, MT: Head west from Augusta on the Benchmark Road for 13 miles; take a left and follow the road approximately 15 miles to the north end of the Benchmark Airstrip. Take the first left past the airstrip and proceed straight to the Straight Creek Trailhead. Approximately 75% of the work to be performed can be accessed from this trailhead. Proceed south to the Straight Creek Trail (#212) for approximately 5 miles to the project site. The remainder of the work will be accessed from the South Fork Trailhead, which is situated at the end of the Benchmark Road. Travel south on South Fork Trail #202 for approximately 4.5 miles to the project site. Price Range: Between $25,000 and $100,000. A Firm-Fixed Price contract is expected to result from this solicitation. Pre-bid Tour: No pre-bid tour will be conducted. Interested bidders may contact the Rocky Mountain Ranger District Office of the Lewis & Clark National Forest, at 406-466-5341, extension 119 for directions to view the project sites on their own. Contractors are urged to inspect the sites where the work will be performed. Interested parties shall take reasonable steps to ascertain the nature and location of the project area and the work to be completed, as well as the general and local site conditions which can affect the work and cost of performance. Failure to take the actions described in this paragraph will not relieve the Contractor from the responsibility of properly estimating the difficulty and cost to successfully perform the work, or from successful completion of the work without additional expense to the Government. The solicitation will be available on approximately 2 April 2013 and can be downloaded from this website at that time.
