- The procurement action was conducted under FAR 6.302-1 with authority of 41 U.S.C. §3304(a)(1), as the only responsible source and no other suppliers or services satisfy tower requirements. Department of Commerce ('DOC'), National Oceanic and Atmospheric Administration ('NOAA') awarded a sole source lease for communications tower and transmitter shelter spaces for the installation and operation of a NOAA Weather Radio antenna facility.
