- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. Naval Surface Warfare Center Crane Division (NSWCCD) has a requirement for the replacement of 60 thermal batteries for NULKA Electronic Decoy Cartridge Payload. The Government intends to award a firm fixed priced Job Order (JO) for a one year period. Naval Surface Warfare Center (NSWC) Crane Division entered into a Basic Ordering Agreement (BOA) N00164-10-G-WM05 with Lockheed Martin Sippican, 7 Barnabas Road, Marion, MA 02738-1421, for a maximum ceiling amount of $45M on 24 Feb 2010. The BOA covers a five-year ordering period. The BOA is in support and advancement of the following: Research and Development, engineering, test and evaluation, test equipment, logistics, spares, maintenance and repair, safety and security, software, travel and engineering drawing and technical data for the NULKA Electronic Decoy Cartridge Payload and MK36 and MK53 launched assets. Acquisitions under the BOA have been and will be conducted on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c) (1) as implemented by FAR 6.302-1. All responsible sources may inquire into the specific terms and conditions included in the BOA; such inquiries will be considered by this agency.
