- Sources Sought - Request for Information for Environmental Remediation Services DESCRIPTION The Omaha District, US Army Corps of Engineers is seeking qualified members from industry that qualify under the North American Industry Classification System (NAICS) Code 562910 Environmental Remediation Services (ERS). PROJECT REQUIREMENTS This requirement is for environmental remediation activities at the Utah Test and Training Range (UTTR), Hill Air Force Base (HAFB). This Performance Work Statement (PWS) defines the scope for Performance-Based Remediation (PBR) which includes a full range of construction and engineering activities necessary to achieve minimum performance objectives, and support progress to Site Closeout (SC). 14 Installation Restoration Program (IRP) sites and 10 Military Munitions Response Program (MMRP) Munitions Response Areas (MRAs) (including 14 Munitions Response Sites (MRSs) will encompass this project. This project also includes requirements for inspection and reporting for 19 Solid and Hazardous Waste Management Units (SWMUs) managed under a RCRA Part B Permit. The UTTR is an approximately one-million acre test and training range comprised of the North Range, South Range and Wendover Parcel. It has been used since the 1940s and is presently an active range with strict coordination, access and escort requirements. The Wendover Parcel is located in both Utah and Nevada and is a closed range. The Nevada portion of the Wendover Parcel is currently being considered for transfer. Environmental remediation activities at the UTTR are being conducted pursuant to the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) under an Integration Agreement (IA) with the Utah Department of Environmental Quality (UDEQ) with oversight from U.S. Environmental Protection Agency (EPA) Region 8. The Nevada Division of Environmental Protection (NDEP) provides regulatory oversight for UTTR sites in Nevada (including sites managed under CERCLA and the MMRP). EPA Region 9 has delegated oversight authority to NDEP for the sites within Nevada. Some environmental remediation activities at the UTTR North Range are being conducted pursuant to the Resource Conservation and Recovery Act (RCRA) under a Part B Permit, with regulatory oversight provided by the UDEQ, Division of Solid and Hazardous Waste (DSHW). Response to this Sources Sought is strictly voluntary and will not affect any firm's ability to submit an offer if and when a solicitation is issued. There is no bid package or solicitation document associated with this announcement. The requested information is for planning purposes only and does not constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of the submission of contractors' information. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Proprietary information will be safeguarded in accordance with the applicable Government regulations. This Sources Sought coupled with the market survey constitutes a market research tool for the collection and analyses of information to determine the capabilities and capacity of Service Providers to support the U.S. Army Corps of Engineers' Environmental Program. TYPES OF CONTRACTS Site specific contract is anticipated to be firm fixed price, and performance based.
