- The Naval Surface Warfare Center Panama City Divisions intends to solicit competitive proposals for providing an Indefinite Delivery Requirements contract to fabricate and assemble approximately 130,500 Emergency Escape Breathing Devices (EEBD), 960 EEBD Training Units, and 250 EEBD Instructional Videos with training materials. The EEBD is designed to provide respiratory and eye protection in an atmosphere that will not support life. The EEBD will be used by U.S. Navy personnel to provide breathing gas for escape from spaces aboard Navy ships where atmospheres are classified as Immediately Dangerous to Life or Health /(IDLH). The primary use of the EEBD is for escape from a shipboard fire. The EEBD will be either stored in a protective container or worn on the belt. Navy shipboard use will expose the EEBD to temperature extremes, rough handling, shock, vibration, X-RAYs, magnetic fields and other forms of electromagnetic radiation. The EEBD shall be approved by the National Institute of Safety and Health (NIOSH) with a Cap 1 capacity rating as defined by Code of Federal Regulations Title 42 Part 84 and have a shelf-life of not less than 15 years. NIOSH certification as well as third party testing of the EEBD shall be completed prior to submitting a proposal. This will be explained in further detail in the Request for Proposal. The EEBDs will be manufactured in accordance with the EEBD Specification provided with the contract solicitation. The draft EEBD Specification is attached to this synopsis. A Firm Fixed Price Indefinite Delivery Requirements contract with a 12 month base period and four one year option periods is contemplated. A technical proposal is required. Award of the contract resulting from this solicitation will be made to the offeror whose proposal is deemed to represent the best value to the Government considering technical merit and price. NSWC PCD plans on releasing the solicitation electronically only on or about 20 March 2013. No questions will be accepted until the RFP has been issued. Once the RFP has been issued, all questions concerning the RFP shall be e-mailed to Contract Specialist Kayla Nelson at kayla.m.nelson@navy.mil no later than 15 days after issuance of the RFP. The Government will only respond to written questions by an amendment to the RFP. NAICS Code 332911 applies. Small Business size standard is 500 employees. FSC 4240 applies.
