Description
Construction of Road and Access Control Point (ACP) fully compliant to Department of Defense (DoD) Terrorism/Force Protection (AT/FP) Standards to provide access to North Main Post Belvoir from intersection of RTE 1 and BELVOIR RD. The project will include a two lane access road, Vehicle Inspection Canopy, Gatehouse, Search Building, Search Area Shelter, Guard Booth, Overwatch Station, Truck Inspection Canopy, ID Check Canopy, Passive/Active Vehicle Barriers with associated traffic controls and supporting infrastructure including mitigation of identified wetlands. The project will also require the construction of a jack/bore ductbank to span the width of RTE 1 that will house and accommodate the telecommunication cabling currently located within the proposed ACP footprint. Small Business General Contractors interested in the project should have a general understanding of constructing multiple buildings within the same limits of construction, have experience with Active and Passive Vehicle Barrier installations, be able to manage/perform continuous and demanding coordination efforts with multiple outside entities/sources while simultaneously performing the contracts requirements. All contractor employees working at the project site on Fort Belvoir must possess a social security card. Employees must be either a US Citizen, green card holder, or be in possession of a workers permit. These requirements with no exceptions must be met to be granted access to work on Fort Belvoir. A contract will be awarded to the Offeror whose proposal represents the quote mark Best Value quote mark to the Government. The proposed procurement will be Total Small Business Set-Aside. NAICS Code: 236220, Commercial and Institutional Building Construction with a business size standard of $33,500,000.00. The estimated construction cost is more than $10,000,000. The solicitation will be provided in an electronic format free of charge. The media through which the Government chooses to issue this solicitation is the Internet. The solicitation will not be issued in paper. All responsible sources may submit a proposal, which shall be considered by the agency. Please note that all Corps of Engineers acquisitions are considered Sensitive, but Unclassified documents, and require users to have a valid MPIN entered in the FBO system to access the package. No phone or fax request for a copy of the solicitation will be considered. This solicitation will be available on or about 5 April 2013. A site visit will be conducted with date TBD.
