- iRise Visual Simulation Modeling Sources Sought Notice VA701-13-O-0122 I.Introduction The Department of Veterans Affairs (VA), Veterans Health Administrations (VHA) office of Informatics and Analytics (OIA) is issuing this sources sought synopsis as a means of conducting market research to identify parties having the resources to provide Visual Simulation Modeling capabilities. The results of this market research will contribute to determining future possible methods of procurement. II.Background OIA currently possesses thirteen (13) iRise perpetual software licenses for Visual Simulation Modeling as well as a Definition Center. Both the iRise licenses and the Definition Center are administered by VA staff (e.g. assigning, reassigning licenses; creating model libraries) and the Definition Center is hosted on a VA server behind the VA firewall. Its desire is to upgrade and convert these thirteen (13) perpetual licenses to the iRise OnDemand Hosted Subscription Service (GSA contract GS-35F-0300Y P/N TE8100). OIA also intends to subscribe for an additional thirteen (13) licenses. The iRise OnDemand Hosted (P/N TE8100) includes the following: 1.iRise Studio Enterprise Edition Node License 2.Unlimited iRise Definition Center Account License, which includes Account Licenses for: "iRise Connect for HP Quality Center "iRise Connect for Caliber RM "iRise Connect for IBM Rational Requirements Composer "iRise CodeGen 3.Unlimited iRise Adoption Center Account License Term Hosting, Maintenance and Support. OIA wants to identify other vendors of Visual Simulation Modeling Software/Subscription Services with equal or superior salient characteristics identified below. III.Requirements Objective 1: Vendors of Visual Simulation Modeling Software/Subscription Services should provide a line by line feature comparison of their offering's capabilities versus iRise: Inferior, Equal, Superior for the criteria below: a. Graphically depicting "business capability cases" or "business scenarios" b. Graphically depicting high fidelity screen facsimiles c. Modeling multiple screen form factors (e.g. applications, browsers, desktop displays, netbooks, smart phones) d. Creating shareable graphics including, at a minimum: headers, footers, banners, backgrounds, images and specific screen fields/elements that can be changed at the field-level and easily reused between screens e. Accessing a wide selection of supplied pre-built static and dynamic widgets, controls, symbols, operators, and elements for use in creating simulation elements such as links, search fields, submit buttons, menu buttons, pop-up menus, radio buttons, check boxes, pull down menus, data fields f. Creating and supporting master templates with any changes made to the master reflected in all subsequent screens created and the automatic reconciliation of changes and rollback capability for all template versions g. Drag and drop capability when adding or creating controls that perform the function depicted within the screen h. Easily reordering or reconfiguring screen elements in real-time. i. Data input interactions including embedding decision logic and requirements (e.g. yes/no, if-then, else, conditional logic) into screens j. Interactive visualizations of scenarios across screen logic flows k. Pre-population and use of test data (e.g. person names, locations, clinical procedures, drug names etc.) in a common format (e.g..csv file) within simulations l. Executing all user interactions in the creation, insertion and updating of live test data "on the fly" during simulation reviews. m. Including notations, clues, and/ or help guides within the simulation to facilitate model review and navigation processes. n. Re-use of standard style sets or groups of controls that can be readily placed into a new or existing simulation to include, at a minimum, common user interface styles (e.g. cascading style sheets). o. Immediately re-running scenario visualizations after on-the-fly changes p. Capture of narrative requirements q. Capture of reviewer feedback directly linkable to screen and sub-screen elements and optionally viewable by others during simulation reviews. r. Web-based reviewing where remote reviewers can access active models via a web browser on PC machines with the ability to embed and save comments into a simulation. s. Allowing reviewers to view "read only" copies of simulation models on standalone machines via ubiquitous or free-of-charge readers t. Creating, maintaining and reposing all visual design models in a central library or repository u. Grouping and associating collections of models at a project level v. Check-in/check-out controls for models and related artifacts w. Version control for all models. All edits, updates, comments, associated logic maps and requirements shall be included in the model version when it is checked back into the repository x. Role based access control for all users including modelers, reviewers and administrators y. Accessibility to all users with proper access permissions z. Importing, exporting and linking captured requirements and derived functional specifications to external third party software applications and data sources in a common, readable format (e.g. DOC, PDF, TXT, CSV, XLS). aa. A minimum of 26 unnamed modelers and a minimum of 104 unnamed model reviewers to be concurrently active bb. A minimum of 1000 distinct projects (applications) and 100 distinct versions within each project. cc. The vendor shall provide a response based on the most recent product version(s) in general release as of the Sources Sought submission deadline dd. Language used in this Sources Sought is intended to be generic and does not represent a preference for a specific product or products. The vendor shall provide clear definitions for terms used in its proposal where they differ from those in this solicitation ee. For purposes of this Sources Sought, the term "user" shall include, but is not limited to, designers, modelers, reviewers, end users and other individuals interacting with the software tool or its products ff. The software tool shall be capable of use without the need for custom software code gg. The software tool shall not require the knowledge of keywords, complex syntax, challenging programming and / or scripting languages to use successfully in either the modeler or reviewer role hh. The product must be hosted by the vendor (off the VA network) and fully operable in this environment ii. All visual simulation models generated by the tool shall be capable of complying with Section 508 of the Rehabilitation Act (29 U.S.C. § 794d), as amended by the Workforce Investment Act of 1998 (P.L. 105-220), August 7, 1998 jj. The ability to import all existing iRise models without any loss of fidelity Objective 2: Training and help desk services shall include: a. Comprehensive training modules for various user roles including but not limited to: modeler, reviewer and system administrator. b. Training modules for various skill levels including introductory, basic and advanced c. Training content to include features, conventions used and best practices d. Help desk support during normal Federal Government business hours (continental United States) Objective 3: Software maintenance, upgrades and version updates shall include software patches, maintenance, updates and version upgrades for the duration of the contract IV.Submittal Information THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; any submission of proprietary information shall be clearly marked; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to provide the subscription services described above, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and business size; 2) Tailored capability statements addressing the topics identified above 3) and, ability to provide software and related services consistent in scope and scale with those described in this notice and otherwise anticipated Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
