Description
The contractor shall provide Medical Readiness Training (MRT), to medical personnel (i.e. Officers with medical AOCs and enlisted with 68 series MOS) assigned to the 2BCT, 82D ABN DIV, to include Live Animal Use in Medical Training (LAUMT), during their pre-deployment training cycle, through didactic education, practical application classes, as well as exercises to test operational medical readiness skills. This sustainment training is highly effective and important in order to diminish severity of injuries and loss of life on the battlefield, and to ensure optimal medical care. The scope of this effort entails technical, analytical and programmatic support to implement and sustain mission capabilities through execution of a MRT utilizing animal models. Animal models will be limited to goat or swine species and training will only be provided for medical personnel. Non-medical personnel are not authorized to participate in training that involves the use of animal models. Training of non-medical personnel will be limited to the use of alternatives as noted below. IAW with DoD Instruction 1322.24, all medical readiness training shall include realistic individual and collective medical skills training and shall maximize the use of emerging technology, including distance learning, simulation, and virtual reality. Use of live animals in readiness training shall occur in accordance with DoD Instruction 3216.01 (reference X) and only when alternatives such as commercial training manikins, moulaged actors, cadavers, or virtual simulators are not appropriate to the training task. Two hundred (200) medical personnel require sustainment medical readiness training in order to enhance survivability in high threat environments. There will be ten (10) separate training events consisting of four (4) training days each, for up to twenty (20) Soldiers per training iteration. The contractor shall provide sustainment medical readiness training, to include the use of animal models for the duration of this contract. Training dates shall include ten (10) separate training events consisting of four (4) training days each. Specific class dates will be coordinated between the Technical POC and the contractor no less than 70 days prior to training. Class size will not exceed 20 medical personnel. The student to instructor ratio shall not exceed 20:2 for classroom (didactic) training, 10:1 for demonstration (practical application without animal use) making maximum use of moulage, mannequin, simulators, and other alternatives to animal use in adherence with DoD Instructions 1322.24 noted above, and 4:1 for the live animal training. The student to animal model ratio will be no more than 4:1 at any point in time during training. In support of the 2BCT, the Contractor shall provide a formal training plan for the implementation of MRT/LTT instruction sufficient to instruct the competencies necessary to complete medical missions under combat conditions. All training will adhere to the guidelines for TCCC found in the current edition of the PHTLS Manual, the interim guidelines published by the Committee on Tactical Combat Casualty Care (CoTCCC), and information found in TC 8-800, Medical Education and Demonstration of Individual Competence (MEDIC). The Contractor shall provide all scenario props, special effects, supporting materials and equipment required to conduct their proposed curriculum. All medical supplies, instruments and medical devices (e.g. hemostatic agents, tourniquets, bandages) must comply with current TCCC guidelines. The minimum number of animal models will be used to accomplish training objectives and the use of each animal will be maximized to the greatest extent possible. Contractor Qualification and Experience. Adherence to Standards and Regulations. The Contractor shall ensure all participants adhere to all applicable laws, regulations, policies and guidance listed relating to MRT. This includes, but is not limited to the care and handling of any animal models; accuracy and availability of staff training records and certifications; and other necessary evidence of conformance to standards and regulations as required by DoD, state and federal statutes. This includes, but is not limited to applicable regulations for disposal of animals, animal products, and other medical wastes, regulated or otherwise (Resource Conservation and Recovery Act - Subtitle J). Contractor shall have sufficient insurance coverage to support the legal conduct of this training. Contractor shall maintain and provide written documentation/evidence of the following items: Current registration with the U.S. Department of Agriculture and last two site inspections by USDA APHIS. Program of Instruction (POI) approval by the Army Medical Department Center & School (AMEDDC&S), ensuring adherence with the Committee on Tactical Combat Casualty Care (CoTCCC) guidelines. Favorable results of site inspection and program review performed by a veterinarian assigned to one of the DoD component oversight office (ACURO, BUMED, or USAF) within the past 12 months as well as an Animal protocol approval by a DoD component oversight office (ACURO, BUMED, or USAF). Current full accreditation by the Association for Assessment and Accreditation of Laboratory Animal Care, International (AAALAC). Contractor must be able to execute standardized training for course participants with prior approval of the Continuing Education Hours (CEs) from Army EMS. This process will allow each student's Medical Operational Data System (MODS) writer to enter the training into the MODS upon course completion. Contractor will provide Army EMS with program of instruction and course schedule for the continuing education hour's determination. There can be no deviation from this approved program of instruction and course schedule. Contractor shall possess a full understanding of Army tactical military operations, specifically Committee on Tactical Combat Casualty Care (CoTCCC) guidelines pertaining to medical readiness and care in an operational environment, as referenced above. Contractor staff shall be trained in theory and application of CoTCCC guidelines and the Pre-Hospital Trauma Life Support, Military Manual (see TC8-800, ATTP 4-02, STP 8-68W13-SM-TG w/ change 1). Contractor shall provide course participants with appropriate knowledge, skills, and abilities to perform tasks listed in the PWS. Contract medical training instructors shall be Subject Matter Experts (SME) on combat trauma topics, especially focusing on combat trauma at Role/Levels I and II. Instructors shall possess one (1) or more years certified experience as a USSOCOM, Training and Doctrine Command (TRADOC), Army Medical Department (AMEDD), or Emergency Medical Technician (EMT) instructor. Instructors should possess and maintain current EMT-B or higher and Basic Life Support (CPR) Instructor (BLS-1) certification. Contract instructors shall have knowledge of a range of teaching methods and tools to effectively conduct training in the classroom, field environment, and laboratory settings. Designated Principal Instructors (PI) services for laboratory Emergency Surgical Procedures shall have tailored instructor training, augmented by a trained and experienced veterinarian present during laboratory training. Contractor shall provide verification or documentation of staff certification 60-days prior to any instructor staff engaging in student instruction. The Contractor is responsible for identifying and selecting staff who meet the qualification standards cited herein. The Contractor shall ensure instructor's certifications are current and that copies are provided to the Government. Contractor shall provide a qualified Doctor of Veterinary Medicine (DVM/VMD) to support all LTT events, trained and experienced with the species of animal being used. The veterinarian will be appropriately licensed for the specific training location, to include registration with the Drug Enforcement Administration (DEA) if applicable. Contactors will be able to speak and write English fluently. This training is vital in order to diminish severity of injuries and loss of life, and to ensure optimal medical care, in accordance with the appropriate governing authorities, is provided to wounded personnel. The scope of this effort entails technical, analytical and programmatic support to implement and sustain mission capabilities through implementation and execution of a Combat Trauma Training with Live Tissue program.
