Description
This project is for the Runway Safety Area (RSA) Sterilization (Runway 23L LOC, Runway 5R ALSF & Runway 14 MALSR)at Indianapolis International Airport, Indianapolis, Indiana. The contractor shall provide all labor, supervision, materials, and equipment to perform the project in accordance with the contract clauses, drawings, and specifications. The Contractor shall coordinate with the Contracting Officer s Representative (COR) who will then work with the airport authority on their impending Runway 5R/23L resurface work. Actual runway shutdowns will only be allowed as follow: 1. Runway 5R/23L can only be closed between Friday at 8:00 AM and Monday at 5:00 PM and all RSA work should be scheduled to take place during this timeframe. 2. No work can take place during the Airshow (June 14-16, 2013) and Brickyard (July 25-29, 2013). No Instrument Landing System (ILS) outages should be scheduled during those dates as well. 3. Construction work and ILS outage can be scheduled during the Moto GP (August 16-18, 2013), however, the Airport would like to avoid this if possible. 4. Runway 14/32 can be closed daily from 7:00 AM to 7:00 PM. If needed, the runway can be closed overnight, however that should be avoided. 5. Two runways cannot be closed at the same time. The RSA work includes, but is not limited to, the following: Runway 23L Localizer Antenna Relocation 1. Remove and relocate the LOC antenna array outside the RSA per drawings and specifications. 2. Survey and stake out the LOC antenna location per drawings. 3. Install new concrete foundation piers and maintenance pad for the antenna site. Install a 3 wide gravel walkway to the LOC shelter from the array. Grade and smooth out the surrounding area. 4. Install power and control cables along with lightning protection cable above to the shelter from the antenna site per drawings. Pigtail both ends of power and control cables for FAA final terminations. Terminate lightning protection. 5. Rebuild the service access road along the existing driveway that leads to the LOC shelter per drawings. Reinstall the Instrument Landing System (ILS) critical area signage. 6. Demolish the old LOC concrete foundation piers. Cut and abandon the foundation piers to 2 below grade. Abandon the cables 10 below grade. Re-grade and smooth out the area where impacted by the removal to meet RSA grading criteria. 7. Miscellaneous civil and electrical work. Runway 5R ALSF Electrical Reference Jbox Replacement 1. Replace the ALSF Reference Lamp Panel with base can at the nominal STAT. 8+00 and STAT. 10+00 per drawings and specifications. 2. Install two (2) new concrete pads for the new base cans at these stations. 3. Grade and smooth out the surrounding area. Runway 14 MALSR Electrical Power Distribution Panel Relocation 1. Replace and relocate the MALS Power Distribution Panel to STAT. 10+08 outside RSA per drawings and specifications. 2. Install new concrete foundation pier support for the relocated distribution panel. Install 6 gravel plot at the panel location. Grade and smooth out the surrounding area. 3. Extend the underground spliced cables to the relocated power distribution panel per drawings and specifications. 4. Install unistrut support rack mount on frangible couplings for the surge protection device and power distribution panel. Install lightning protection per drawings and specifications. 5. Cable testing shall be done before and after the installation per FAA 918C. 6. Miscellaneous civil include restoring the old site and electrical work. Contract Performance Time LOC & ALSF Work: 14 Calendar Days MALSR Work: 5 Calendar Days Total: 19 Calendar Days Contract performance time is 19 calendar days, with an anticipated start date of June 17, 2013. The estimated price range for this procurement is between $100,000 and $250,000. INTERESTED FIRMS MUST HAVE SUCESSFULLY COMPLETED SIMILAR PROJECTS BOTH IN DOLLAR AMOUNT AND SCOPE OF WORK AT AN OPERATIONAL AIRPORT.
