Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. Naval Surface Warfare Center (NSWC) Crane Division plans to enter into a Basic Ordering Agreement (BOA) with Armtec Countermeasures Company, 85-901 Avenue 53, Coachella, California, 92236. The scope of this effort is to purchase Airforce Airborne Expendable Infrared Countermeasures (AEIRCMs). The AEIRCMs are needed for evaluation, qualification, and effectiveness testing, as well as potential fleet use. The AEIRCMs are used to decoy heat-seeking missiles away from an aircraft. At least five different types of countermeasures could be ordered from Armtec Countermeasures Company on this Basic Ordering Agreement. The ARM-008, ARM-017, ARM-022, MJU-71/B, MJU-59/B and other flares as required. The period of the BOA is expected to be five years. Periodic review and synopsis of the BOA will be performed at this activity. Individual job orders will specify required tasks and all applicable delivery terms and conditions. The proposed BOA will be issued on or about 01 August 2013. All responsible sources may inquire into the specific terms and conditions included in the BOA; such inquiries will be considered by this agency. This requirement will be negotiated on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c) (1) (a) (2) (iii) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The basis for restricting competition is: Armtec Countermeasures Company designed, developed and manufactures the flares and holds key technical data, drawings and production rights unique to these systems. Establishing alternative sources will result in unacceptable duplicative costs attempting to reverse engineer any flares. The solicitation will be available on or about 19 JUN 2013 at FedBizOpps located at http://www.fbo.gov and at Navy Electronic Commerce Online (NECO) located at https://www.neco.navy.mil/. No hard copies of the solicitation will be mailed. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. It is the responsibility of interested offerors to monitor FedBizOpps and/or NECO for any additional amendments that may be issued. Offers must be submitted in the format specified in the solicitation. Submitting a bid from the NECO website by clicking on Submit Bid does not guarantee offers will be received by the proper person in the correct format. It is the responsibility of the offeror to submit offers to the Point of Contact (POC) at NSWC Crane.
