- This is a combined synopsis/solicitation for commercial items prepared in accordance with the FAR format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This combined synopsis/solicitation number L13PS00264 is an invitation for request for quotation (RFQ). Estimated price range is between $25,000 and $100,000. The synopsis/solicitation document and incorporated provisions and clauses are those that are in effect through Federal Acquisition Circular 2005-66, Effective 28 Feb 2013. 52.212-01 Instructions to Offerors Commercial Items: (a) North American Industry Classification System (NAICS) code and small business size standard. The NAICS code and small business size standard for this acquisition is 444220 Farm Supply Stores. The business size standard is $10.0 million. However, the small business size standard for a concern which submits an offer in its own name, but which proposes to furnish an item which it did not itself manufacture, is 500 employees. (b) Submission of offers. Submit signed and dated offers to the office specified in this combined synopsis/solicitation on or before March 21, 2013 10:00 a.m. mountain time. Contracting Officer will not be accountable for missing information. Please check your quote package to ensure you have included all quote requirements per synopsis/solicitation. Failure to include all information may result in ineligibility to receive award. At a minimum, offers must show: (1) The solicitation number; (2) The time specified in the combined synopsis/solicitation for receipt of offers; (3) The name, address, and telephone number of the offeror and DUNS number of offeror; (4) A Description of the items being offered which verifies items meet specifications as well as the Buy American Act requirements. (5) Price; (6) Remit to address, if different than mailing address; (7) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically); (8) Acknowledgment of combined Synopsis/Solicitation Amendments; Any questions regarding this solicitation shall be made in writing and forwarded to Rebecca Undlin at the BLM address listed above or via email to rundlin@blm.gov. Prospective contractors shall be registered System Award Management (SAM) prior to award and must include Reps and Certs.
