his is not a solicitation announcement. This is a Sources Sought Synopsis announcement only. This synopsis is a market research tool being utilized for information to be used for preliminary planning purposes. The information received will be used within ROICC, Camp Pendleton, to facilitate the decision making process and will not be disclosed to outside organizations. This is a survey of the market of potential local U.S. Small Business Administration (SBA) certified 8(a), SBA certified HUB Zone, Service Disabled Veteran-Owned Small Businesses (SDVOSB), and SBA certified Women Owned Small Businesses (WOSB)/Economically Disadvantaged Women Owned Small Businesses (EDWOSB). Based upon this survey a decision will be made whether to issue the proposed solicitation for the types of firms indicated above or to issue as full and open competition (unrestricted). This notice does not constitute a Request for Proposal. It is not to be construed as a commitment by the Government for any purpose other than market research and is not restricted to a particular acquisition approach. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. Respondents will not be notified of the evaluation and ay information submitted by respondents to this notice is strictly voluntary. ROICC, Camp Pendleton is seeking SBA certified 8(a)s, SBA certified HUB Zones, SDVOSBs, and SBA certified WOSBs/EDWOSBs with current relevant experience with Indefinite Delivery/Indefinite Quantity contracts, personnel, and the capability to perform sustainment, restoration, and modernization of various types of facilities roofs systems located on MCB Camp Pendleton, CA and Naval Weapons Station Seal Beach, Fallbrook Detachment, CA. The work includes all labor, materials, equipment, testing, supervision, quality control, site safety, and management including training, issuing reports, field office administration, and other incidental work necessary to perform sustainment, restoration, and modernization of facility roof systems. Types of roofing systems include shingle, built-up roofs, preformed metal roofs, and other work included is asbestos and lead-paint abatement, and metal roof restoration. NAICS code is 238160 � Roofing Contractors with a small business size standard of $20 million. The proposed contract will be for a base period of one year with up to 4 �one-year renewable options, resulting in the contract performance period of a maximum of 5 years. The estimated total contract price for the base year and four (4) option years combined is $15,000,000. Task order range is estimated between $2,000 and $250,000. Interested sources are invited to respond to this sources sought announcement by using the forms provided under separate file titled �Sources Sought Information Form. � 1) Contractor Information: Provide your firm �s contact information. 2) Type of Business: Identify whether your firm is a SBA certified 8(a), SBA certified HUB Zone, SDVOSB, and/or SBA certified WOSB/EDWOSB concern. For more information on the definitions or requirements for these small business programs, refer to http://www.sba.gov/. 3) Bonding Capacity: Provide your surety �s name, your maximum bonding capacity per individual project, your maximum bonding capacity, and your current bonding capacity. 4) Experience: Submit a maximum of 5 government or commercial contracts/projects your firm has completed in the last 3 years demonstrating your experience under this NAICS as indicated in this announcement with a cost range of $2,000 to $250,000. For each of the contracts/projects submitted for experience provide the title; location; whether you were a prime or subcontractor; award and completion dates; contract or subcontract value; type of roof work, and facility (office, hangar, warehouse, medical, BEQs); type of contract (IDIQ or other); a narrative description of the roofing and work provided by your firm; and customer information including point of contact, phone number, and e-mail address. DO NOT submit basic contracts for IDIQ work, only the Task Orders issued to the basic contract. 5) Additional information: If the project submitted was for general construction, state which percentage of the total work performed was for roofing. 6) Include a copy of your company �s SBA profile from http://dsbs.sba.gov and your company �s System for Award Management (SAM) printout from https://www.sam.gov. Responses to this Sources Sought announcement are due no later than 11:00 AM (local time) on Wednesday, April 03, 2013.
