- 3/20/13 - Clarifications added. 3/15/13 - Clarifications added. The Federal Aviation Administration (FAA) has a requirement for Antenna Cable and Wire Harness Assembly Kits manufactured in accordance with the attached FAA Statement of Work and Drawings. First Article will be expected. The FAA anticipates that a firm-fixed price contract will be awarded as a result of this solicitation. This procurement is restricted to competition and 100% set-aside to small businesses. The principle North American Industry Classification System (NAICS) code anticipated for this effort is 334511: Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, with a Small Business Size Standard of 750. When responding to this Solicitation, each offeror is required to submit a written proposal in accordance with instructions provided in Section L and evaluation criteria in Section M. Please see Section L, provision L.8 for specific instructions concerning additional forms that must be submitted with the proposal. If all requested information is not furnished in the offeror's proposal, the offeror's proposal may be determined to be non-responsive and ineligible for consideration for contract award. Please proceed to the FAA Contract Opportunity's website at faaco.faa.gov to view all attachments as they may not transfer correctly to other websites. ALL QUESTIONS MUST BE IN WRITING AND EMAILED TO THE CONTRACT SPECIALIST. Any questions submitted for consideration must be received by March 18, 2013, 3:00 p.m. Proposals from unsuccessful offerors will NOT be returned to the offeror. Only one proposal from each offeror shall be considered. In accordance with SIR Section L provision 3.2.2.3-14 entitled, "Late Submissions, Modifications, and Withdrawals of Submittals," any proposals received after the due time and date of 3:00 p.m. CT, March 26, 2013 will not be considered. This solicitation is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of requested proposal documentation. Contractors must be registered with the System for Award Management,SAM) www.sam.gov on the date established for receipt of offers. Reference AMS Clause 3.3.1-33, paragraph (d), "if the offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer may proceed to award to the next otherwise successful registered Offeror." Firms are required to submit with their proposal the attached Business Declaration form (attached in Section K) and a copy of their SBA 8(a) certification letter, if applicable. Proposals can be submitted by email, fax, or hard copy. Email is preferred. Proposals are due no later than March 26, 2013, 3:00 p.m. CST.
