Sources Sought Notice - Request for Information (RFI) U. S Postal Service Air Transportation CMC Washington, DC Guam, Honolulu, Federated States of Micronesia, Republic of the Marshall Islands, US Commonwealth of the Northern Mariana Islands, Republic of Palau, American Samoa AIR TRANSPORTATION In accordance with the Postal Service's Supplying Principles and Practices, the USPS is issuing a Request for Information (RFI) as a sources sought notice. This is an invitation for potential suppliers to register their interest in providing air transportation and supporting services. Potential suppliers are asked to submit responses that provide information about their companies that may meet or exceed the requirements provided by the Postal Service. Unlike a Request for Proposals (RFP), an RFI does not imply a commitment from any supplier responding to the RFI to acquire the services identified by the Postal Service in the RFI. The purpose of an RFI is to provide the Postal Service with useful information in order to assess innovative solutions and acquire a better understanding of how the requirements can be met, and to determine whether adequate competition exists to serve the region. The U.S. Postal Service is seeking to identify air transportation suppliers interested in providing air transportation services, with the inclusion of terminal/ground handling and scanning services, if required, at designated tender points at origin and delivery points at destination within the Guam, Honolulu, Federated States of Micronesia, Republic of the Marshall Islands, US Commonwealth of the Northern Mariana Islands, Republic of Palau, and the American Samoa locations that meet the requirements specified within this posting. The estimated volume is approximately 10 to 12 million pounds annually. These services require extensive intra-island delivery within the regions of Micronesia and the Northern Mariana Islands. The Postal Service has traditionally contracted for air transportation and the related services between origin and destination within the U.S. and U.S Territory points. It should also be noted that although a supplier may or may not fully meet the estimated volume and/or requirements, subcontractors or airline partners are permitted to perform parts of the contract requirements with proper notification to the Contracting Officer as authorized, while working with the primary suppliers. The schedule for operations could be a passenger, freighter, or smaller aircraft operators as available, and how you can best meet the needs of Postal Service. Your information and responses to this RFI will be kept confidential. The Postal Service will analyze and review all possible solutions submitted in response to this RFI for information and planning purposes. Other basic requirements are listed below (briefly): 1. Contract term: 4 years plus two, two-year optional periods for extensions 2. Service must be performed in accordance with all applicable U.S Federal and local authority transportation laws. 3. Persons who handle the mail must be screened, to include a background check, drug screening, fingerprinting, and must receive a clearance issued by the U.S Postal Inspection Service, the federal law enforcement arm of the Postal service. 4. Strict protection of the mail while in the possession of the supplier shall apply, and will be appropriately specified according to the transportation and location of the mail. 5. On-time performance standards will be a requirement based on mail product type. 6. Seeking daily frequency, but will look at best available service scheduling. 7. Within 90 days of startup, electronic scanning of bar coded mail handling units (parcels, mail trays, sacks, etc.) is a requirement at specific sites. 8. Supplier must be, or becomes Electronic Data Interchange (EDI) compliant within 90 days and must transmit scanning data to the Postal Service by that protocol at sites where applicable. 9. Contract pricing and payment will be on a per pound basis based upon the pounds of mail actually transported and properly scanned. 10. U.S Department of Labor Area Wage specifications will apply depending upon the status of the supplier as an employer or sole proprietor. 11. Supplier must be certified to transport certain hazardous or perishable products (including mailable live animals) that may be mailed in accordance with U.S Postal Service regulations. The above represent the primary requirements which are intended to allow you to gauge interest or to inquire further. Other requirements and provisions will apply to any final contract(s).
