- Solicitation Number should be referenced as N6133113T9001 for any future inquiries. The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to award a sole source firm fixed price purchase order to HIP Consulting, LLC, 86 Ann Marie Drive, Holliston, MA 01746-1202 to provide consulting expertise services to assist in the development of a final report from research study of Fire Fighter Gloves and the History of the Navy ™s Fire Fighters Ensemble & Fire Protective Garment. NSWC-PCD will acquire engineering support services for conducting a market research study on fire fighters gloves for NSWC-PCD. The market research study will only extend to National Fire Protection Association compliant / listed fire fighters structural gloves that are Berry Amendment compliant. Contractor support is also required to provide a history of the Navy ™s Fire Fighters Ensemble (FFE) and the current Fire Protective Garment (FPG). This will include the different generations of the garments and the rational reasoning behind materials selected and style selected. The report will also include the reasoning for adoption of NFPA standards verses military specifications. The report will also discuss a one piece suit vs. a two piece ensemble, the pros and cons of each system as it relates to the Navy shipboard environment. The purchase is not suitable for full and open competition for the following reasons. HIP Consulting ™s personnel are the most highly qualified on the eminent subject matter and is considered an expert. They have over thirty-five years of experience in the research and development of fire protective materials and protective ensembles, and are considered a leading expert on protection from radiant heat. HIP Consulting is the only known resource that has the background that is needed to expedite this effort in the area of clothing design, materials, fire protection, firefighter gloves and fire protection. HIP Consulting ™s background and data bases of materials coupled with years of field testing are unique in this area. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Offerors wishing to provide responses/comments to this synopsis shall do so via email to Corey.rezner@navy.mil no later than the closing date of this synopsis. The closing date of this synopsis is 29 March 2013. Period of Performance required is 10 months from day of contract award. The resultant contract will be a firm fixed price purchase order. The Department of Defense will no longer award contracts to contractors not registered in the System for Award Management Registration (SAM) database.
