- The USCG SFLC in Oakland CA, proposes to contract for the Dry Dock repair of the USCGC RUSH (WHEC 723). The requirement is 100% set aside for small business. Performance will be accomplished at the Contractors facility located on the West Coast of the United States or in Hawaii. The Coast Guard intends to conduct this procurement in accordance with Federal Acquisition Regulations (FAR) Part 12, Acquisition for Commercial Items and FAR Subpart 15, Contracting by Negotiations. In accordance with FAR 52.232-18, the contract will be subject to the availability of appropriated funds. The cutter will be available for performance from 07 July 2013 through 13 September 2013. The NAICS code assigned to this procurement is 336611 with a size standard of 1000 employees. The acquisition will be issued as a Best Value Request for Proposal on or about 29 March 2013, a Request for Proposals (RFP) will be available electronically at http://www.fedbizopps.gov. This requirement will be evaluated using Past Performance and Price, whereas Past Performance is significantly more important the Price. Hard copies of the specification and solicitation will not be issued. A CD-ROM containing all applicable drawings is available free of charge to contractors upon request not later than three (3) days from the solicitation issuance. The CD-ROM(s) contain WINDOWS compliant raster/vector formats. If two companies are planning to conduct business as a Joint Venture or any other type of teaming agreement they shall provide past performance on projects of similar scope that they have performed together as a Joint Venture, if available. Providing individual past performance documentation from each company on separate projects where the two did not work together may be considered less relevant. All welding and brazing shall be accomplished by trained welders who have been certified by the applicable regulatory code performance qualifications procedures. The CD-ROM is available free of charge to contractors upon request not later than three (3) days from the solicitation issuance.
