RFP HSHQDC-13-R-00005/A00002 - SF 30 Attachment 4 - IDIQ Pricing List- HSHQDC-13-R-00005/A00002 Answers to Second Set of Questions- HSHQDC-13-R-00005/A00002 The purpose of this amendment to RFP HSHQDC-13-R-00005 is to notify prospective offerors of the following changes to the Solicitation: 1) Section 2.2 Contract Minimum/Maximum, Paragraph (c) is replaced in its entirety with the following paragraph: "(c) The total value of all Task Orders awarded under all contracts issued under this Solicitation, including orders issued in option periods and minimum contract amounts shall not exceed $176,000,000.00. If more than one IDIQ contract is awarded as a result of this Solicitation the Government shall establish the maximum amount specific to each IDIQ contract based on the need for devices (general purpose, maritime or transportation) provided the cumulative value of the separate maximum amounts does not exceed $176,000,000." 2) Section 3.4 Contract Line Item Description, 0002 - Maintenance is replaced in its entirety with the following paragraph: "0002 - Maintenance: The Contractor shall provide supplies, spares, technical manuals, special tools and services required to sustain basic handheld Radioisotope Identification Devices under this acquisition on one year increments beyond the Basic Handheld RIID's first year of use. This support is required at CONUS and OCONUS locations and includes, at a minimum, warranty transitions, preventive maintenance, corrective maintenance, and system administration services. In addition, other services encompassed within this CLIN shall include the services contained in the contractor's proposed / accepted maintenance plan such as engineering parts provisioning, retrofits disposal, maintenance training, and on-demand servicesas required. As an annual deliverable under this CLIN the contractor shall provide Reliability, Maintainability, and Availability (RMA) data to demonstrate its operational availability (Ao)." 3) Section 13 Volume Content, Volume 2: Price, Tab E is replaced in its entirety with the following: "This information should include all representations, certifications, and other contract information required by the solicitation (e.g. reference FAR 52.212-3, HSAR 3052.209-70, HSAR 3052.209-72, etc.). Include the DUNS number, Tax ID Number, certification of CCR registration, and county name in which the company is located and work is to be performed." 4) Section 14.2 Government Testing is replaced in its entirety with the following: "Offerors selected to advance from Step 2 will be invited to Step 3 (Section 15.3.3) of the evaluation, Government Testing, which will be evaluated as part of the overall proposal. At the conclusion of Step 2 (see Section 15.3.2), each Offeror selected to proceed to Government Testing will be notified via bailment agreement. The bailment agreement will instruct the Offeror to provide seven (7) test articles (i.e., the Basic Handheld RIID proposed device) for the test event at no cost or liability to the Government upon signature of the agreement by the Offeror. The CO will schedule the demonstration and notify the Offeror of the scheduled date, time and location one week prior. Offeror representatives are also expected to be available at the beginning of the test event in order to train Government Test Team personnel. This training is expected to be no longer than two days, but the Government reserves the right to extend the training length. The purpose of the Government Test will be to evaluate the ability of systems to meet Detection and ID Performance Requirements to Threshold and Objective levels for support of the Best Value evaluation. Government Testing Equipment, Time and Location The CO will schedule the Government Test and notify the Offeror of the scheduled length, date, and address no later than one week prior. Selected Offerors will be required to deliver seven (7) test articles to the Government testing location to arrive at the test facility within one (1) week of notification. Offerors will be responsible for shipping the equipment; devices are to be provided (loaned) at no cost to the Government; the Government will not be liable for any damage to test articles or devices. Offerors will be required to sign a bailment agreement for this testing step stipulating the above attributes. Upon completion of testing, the equipment will be returned to Offerors at the Offeror's expense." 5) Section 15.2.1 Factor 1: Product Technical Capability is replaced in its entirety with the following paragraph: "The technical capability of the product offered will be evaluated to determine the extent to which it meets the requirements outlined in Attachment 1, Basic Handheld System Requirements. The requirements listed in Attachment 1 are grouped in order of decreasing importance as follows: Group #1 Group #2 Group #3 The evaluation of Group 1 requirements will include Test Reports provided in Volume 1, Tab D. The results of the Operational Capability Demonstration, and Government Testing, will be evaluated as part of the Technical Requirements and Capabilities. Offerors are hereby notified that initial evaluation ratings under Factor 1, Product Technical Capability, may be adjusted downwards if Government test results do not verify a device's ability to meet Attachment 1 requirements and capabilities, or the product specifications provided by the Offeror. Failure to submit an Algorithm Replay Tool (Volume 1, Tab E) does not constitute an Offeror as being non-responsive to the solicitation, but the Offeror's submission of an Algorithm Replay Tool will be considered a strength." 6) Under Section 15.2.4 Factor 4: Price, the following sentence and table is added to the end of the first paragraph: "The Government's historical data for devices suitable for deployment in the various environments is provided in the table below: Environment: General Maritime Transportation Purpose Historical Need: REDACTED REDACTED REDACTED" 7)Prospective offerors that seek an unredacted version of the table under Section 15.2.4 Factor 4: Price shall submit their request, via email, to the Contracting Officer, at lori.lawson@hq.dhs.gov, and the Contract Specialist, at justin.briones@hq.dhs.gov and matthew.robertson@hq.dhs.gov. All prospective offerors who have not previously submitted a Non-Disclosure Agreement (NDA) for this Solicitation shall include a signed NDA with their request. Requests for an unredacted version of the aforementioned table will not be considered if either an NDA was not previously received from the prospective offeror, or an NDA is not included in the prospective offeror's request. 8) Section 15.3.3 Step 3 - Final Evaluation is replaced in its entirety with the following paragraph: "During the third step of the evaluation process the Government will conduct testing on proposed devices to verify their ability to meet requirements and capabilities outlined in Attachment 1. The results of the Government Testing will be evaluated and accounted for in the rating assigned to the Product Technical Capability (Factor 1) factor. Offerors are hereby notified that initial evaluation ratings under Factor 1, Product Technical Capability, may be adjusted downwards if Government test results do not verify a device's ability to meet Attachment 1 requirements and capabilities, or the product specifications provided by the Offeror." 9)Answers to the second set of questions submitted have been added to the attached documents for this Solicitation. Please refer to the attached documents for this Solicitation to access the answers. 10) Attachment 4 - IDIQ Pricing List has been modified, to incorporate correction to label CLIN 0004C as the "Technical Maintenance Training" CLIN under the Price Model tab.
