Description
This acquisition is for preventative/remedial repair and maintenance, over-and-above work, and an upgrade option, for the following DMEA compressed air and vacuum system equipment: two (2) each Ingersoll Rand EH Series Desiccant Dryers, Model EH4004HN00A, two (2) each Ingersoll Rand Air Compressors, Model IRN75H-CC, one (1) each AirTech Model SCS-L250D-2TAN Hi-Vac System with two (2) vacuum pumps; and, one (1) each PAS Lab Hi-Vac: Busch Type RC0040.E506.1001. Required levels of maintenance include and (planned contract line item types): Preventative Maintenance (PM) (firm-fixed price): Includes quarterly, semi-annual, annual, every two years and every three years maintenance. PM maintainence is the Original Equipment Manufacturer (OEM) recommended PM actions at the appropriate OEM identified intervals. Includes replacing consumable items as defined by the OEM. Remedial Maintenance (time-and-materials): monitoring clean dry air and vacuum system performance and functions and recommending remedial maintenance actions as required. Examples of remedial maintenance actions include: replacement of worn bearings and sheaves, sensor replacement, motor replacement, valve replacements, and similar non-PM repair actions. Over-and-Above (firm-fixed price): recommendations and quotes for over-and-above equipment enhancements. Over-and-above work could include such items as adding new air coolers, adding additional compressor capacity, adding additional dryer capacity, providing point of use dew point monitors, dryers and new shutdown valves. Upgrade Option (firm-fixed price): review and correct the dryer PLC program to prevent "fail hold" and to shut off failed dryers from the system to prevent contamination of main CDA line, replace the current pneumatic ball valves/develop rebuild/replacement schedule to prevent "failure to shift" alarms, enable EMS operation, eliminate the dryer dew point tricking relay and resistors, enable the dryers to operate correctly and show the actual dew point without dew point sensor alarms, develop a cost effective approach to use only one EH Series Desiccant Dryer system at a time with secondary system fully regenerated and in ready stand-by with automatic switch over/shutdown when out-of-specification air is detected, incorporate a switching schedule of the primary dryers to maintain equal runtime hours for each unit; and, provide new main CDA line sensors to include dew point, temperature, pressure and option for detecting oil contamination that would initiate the emergency shutdown based on DMEA established control limits via DMEA's Metasys Building Management System. The duration of the maintenance and repair order is 12 months with two one year options. The system upgrade option is for 1 year. The NAICS Code is 811310 and size standard is $7M. The Service Contract Act applies.The request for proposal (RFP) reference number is H94003-13-R-0002. This is a full-and-open competitive acquisition. The service is FOB destination. The place of performance is Defense Microelectronics Activity (DMEA), 4234 54th St, McClellan, CA 95652. The Government encourages offerors to inspect the site where the services are to be performed on Tuesday, 19 March 2013, at 1:00 p.m. (P.D.T.). A minimum of 24 hours prior to the site visit, offerors attending the site visit must provide their name, title, company name, phone, and proof of U.S. citizenship to the contract specialist identified below. The statement of work and a breakdown of required services to include frequency and maintenance specifics may be obtained by contacting the contract specialist identified in this notice. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-65.
