- Justification for Other Than Full and Open Competition The required intellectual capital support will be delivered to the National Institute of Standards and Technology in Gaithersburg, MD as the servicing acquisition provider. The primary focus of this effort will be to provide professional staffing services to the Board of Directors for the FirstNet for consultants to assist with planning and startup activities for FirstNet's nationwide public safety broadband network. Subtitle B, Title VI of the Middle Class Tax Relief and Job Creation Act of2012 (P.L. 112-60) defines the governance of public safety spectrum and creates FirstNet, which is responsible for establishing a nationwide, interoperable public safety broadband network. FirstNet is an independent authority within NTIA, and led by a Board of Directors, hereafter the Board. The Secretary of Commerce appointed the Board in August 2012 with assistance from NTIA. The general duties and responsibilities of FirstNet are to build, deploy, and operate a nationwide public safety broadband network. To start-up FirstNet, the Board is seeking services from a professional staffing company who has the ability to hire consultants upon an immediate need or within an established need that can provide the Board with consultants that have expertise in a variety of subject areas. The Board expects the consultants to provide limited term assistance during the planning and start-up phase of the organization until the board is completely established and has the ability to hire permanent staff or acquires vendors to perform these specific functions for FirstNet.
