Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W912EQ-13-Q-0035 and is being issued as a Request for Quote (RFQ). This acquisition is being issued as UNRESTRICTED. The associated NAICS code is 532412. All responsible sources may submit a quote, which shall be considered by the agency. Quotes may be submitted in hard copy or electronically, either through email, or byfacsimile. Regardless of method of delivery, it is the offeror's responsibility to ensure receipt of quotes by the time and date stated herein. Contractors shall submit a lump sum quotation on company letterhead to include all charges for the below listed items to be delivered in accordance with the specifications listed below: Description of Item: Intermodal Tank Containers (Rental and Transportation) 1. General. The Memphis District Corps of Engineers (COE) seeks to rental/lease and transportation services to provide sixteen (16) identical clean and uncontaminated 25,000 liter intermodal tank containers. These intermodal tank containers should meet the tank specifications below and should be designed for crane lifting. The sixteen (16) identical tanks will be delivered to Ensley Engineer Yard in Memphis, TN to serve as transfer tanks for a UN0332 type of material (See MSDS - attached). These (16) intermodal tanks will be delivered and picked up at Ensley Engineer Yard located at 2915 Riverport Road in Memphis, TN 38109. The time frame that these (16) intermodal tanks will be needed at Ensley Engineer Yard will be a minimum of 12 months to a maximum of 18 months. Bid quotes should be supplied at a monthly rate as indicated in the Bid Items table below. The rental and transportation service provider shall submit the tanks design, tank specifications, and tank certifications for review as part of the proposal. 2. Tank Requirements. Specified intermodal tank should meet specifications for a DOT IM-102 portable tank or DOT IM-101 portable tank equipped with relief devices specified for IM-102 portable tanks so that theeffective maximum allowable working pressure of the tank will not exceed 1.75 bars (25.4 psig). The Tanks shall be capable of transporting and storing UN0332 material (See MSDS - Attached).The Tanks shall be designed to meet or be equivalent to the Design Specifications below and be equipped with relief devices specified for IM-102 portable tanks. All (16) tanks should be identical. 3. General Tank Design Specifications. Tank Type: 20 ft ISO T11 Universal Collar (Set Out) Capacity: 25,000 Liters + 1% Dimensions: 20'x 8'x 8.6' (general arrangement) Tare: 3,740 kg + 3% Max Gross: 36,000 kg. Storage Material: UN0332 (See MSDS - Attached) MAWP: 4 bar Test Pressure: 6 bar External Pressure: 0.41 bar. Vessel Design Temperature: -40 C to +130 C Type Approvals: USDOT UN Portable Tank (CFR 49, IMDG, ADR/RID), UIC, TIR, CSC, FRA, AAR 600, TC, ISO 1496/ with ASME VIII Div 1 JB/T 4782-2007 tank container for dangerous liquid good (UN0332). Classification Society: LR 4. Venting System. Vent: US DOT - IM 102 pressure relief valves 5. Markings. Tank Placards shall be provided with the tanks for the Hazardous Shipping Description below: o Explosive, Blasting, Type E 1.5 UN 0332 II 6. Logistics. a) The Contract Rental and Transportation Service Company shall be responsible for transportation of the (16) tanks to Ensley Engineer Yard within 12 days after the notice to proceed has been issued or as approved by the Contracting Officer. b) The Contract Rental and Transportation Service Company shall be responsible for return transportation of the (16) tanks from Ensley Engineer Yard upon request from the Contracting Officer. c) The Contract Rental and Transportation Company shall provide with the proposal an early termination fee by month should USACE find it necessary to return some or all of the tanks earlier than projected minimum of 12 months. 7. Bid Items. ITEM Services/Supplies Quantity Unit 1.Monthly Rental Rate 16 Each 2.Yearly Rental Rate (12 Months) 16 Each 3.Tank Mobilization/Demobilization to and from Ensley Engineer Yard Contractor shall submit completed clause 52.212-3, Offeror Representation and Certifications,Commercial Items.
