- Instructions to Offerors Course details and requirements COMBINED SYNOPSIS/SOLICITATION FOR Mobility course PR#: M2097013SU00076 Solicitation#: H92257-13-Q-0030 FSC: U099 Other Education and Training Services This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued, FAR part 13 procedures are being utilized. Solicitation number H92257-13-Q-0026 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-61 and DFARS Change Notice DCN 20120906. The proposed acquisition is restricted in business size to Service Disabled Veteran Owned Small Business interests. The associated NAICS code is 611699, with an applicable size standard of $7.0m. Marine Corps Special Operations Command, 1st Marine Special Operations Battalion, Camp Pendleton, California, has a requirement for 8-day course in Off road driving techniques to take place at Dugway proving grounds in Utah, in accordance with the Statement of Work (SOW). Location of the training shall take place IVO Dugway Utah from 9-16 April, 2013. The Government anticipates award of a Firm Fixed Price contract. This RFQ will be evaluated using Lowest Price Technically Acceptable (LPTA). In order be considered Technically Acceptable, the contractor shall conform to all aspects of the SOW. The Government intends to award one contract as a result of this solicitation; however, the Government reserves the right to award no contract at all, depending on the quality of offers submitted. An offer will be considered incomplete and will not be considered for award if technical acceptability can not be met. The following Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) provisions and clauses apply to this acquisition: FAR 52.204-7 Central Contractor Registration; FAR 52.212-1, 52.212-2 Instructions to Offerors - Commercial Items; FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items. An offeror shall complete only paragraph (k) of this provision if the offeror has completed the annual representations and certificates electronically at http://orca.bpn.gov.
