- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is UNAWRD-13-Q-2016 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-65. The associated North American Industrial Classification System (NAICS) code for this procurement is 238290 with a small business size standard of $14.00M.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2013-04-01 11:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Multiple shipping information. The MICC Joint Base Lewis McChord requires the following items, Meet or Exceed, to the following: LI 001: Maintenance, Single Slide Door Base Period: 1 April 2013 (or date of contract award)-30 June 2013 Contractor shall plan, program, administer, manage, and execute the work necessary to provide the specified services. The contractor shall provide personnel, management, and other items and services not Government-furnished, necessary to perform automatic door maintenance(electric walk-through doors) as defined in this Performance Work Statement (PWS). The contractor shall perform scheduled maintenance at intervals specified in Technical Exhibit 1, List of Doors., 10, EA; LI 002: Maintenance, Dual Slide Door Base Period: 1 April 2013 (or date of contract award)-30 June 2013 Contractor shall plan, program, administer, manage, and execute the work necessary to provide the specified services. The contractor shall provide personnel, management, and other items and services not Government-furnished, necessary to perform automatic door maintenance (electric walk-through doors) as defined in this Performance Work Statement (PWS). The contractor shall perform scheduled maintenance at intervals specified in Technical Exhibit 1, List of Doors., 21, EA; LI 003: Maintenance, Single Swing Door Base Period: 1 April 2013 (or date of contract award)-30 June 2013 Contractor shall plan, program, administer, manage, and execute the work necessary to provide the specified services. The contractor shall provide personnel, management, and other items and services not Government-furnished, necessary to perform automatic door maintenance(electric walk-through doors) as defined in this Performance Work Statement (PWS). The contractor shall perform scheduled maintenance at intervals specified in Technical Exhibit 1, List of Doors., 76, EA; LI 004: Maintenance, Dual Slide Door-Bldg 1177 Base Period: 1 April 2013 (or date of contract award)-30 June 2013 Contractor shall plan, program, administer, manage, and execute the work necessary to provide the specified services. The contractor shall provide personnel, management, and other items and services not Government-furnished, necessary to perform automatic door maintenance(electric walk-through doors) as defined in this Performance Work Statement (PWS). The contractor shall perform scheduled maintenance at intervals specified in Technical Exhibit 1, List of Doors. CLIN 0004 shall be billed for all maintenance work to JBLM-McChord Field Building 1177 (see Technical Exhibit 1). No other work shall be billed to CLIN 0004., 1, EA; LI 005: Maintenance, Double Swing Door-Bldg 1179 Base Period: 1 April 2013 (or date of contract award)-30 June 2013 Contractor shall plan, program, administer, manage, and execute the work necessary to provide the specified services. The contractor shall provide personnel, management, and other items and services not Government-furnished, necessary to perform automatic door maintenance (electric walk-through doors) as defined in this Performance Work Statement (PWS). The contractor shall perform scheduled maintenance at intervals specified in Technical Exhibit 1, List of Doors. CLIN 0005 shall be billed for all maintenance work to JBLM-McChord Field Building 1179 (see Technical Exhibit 1). No other work shall be billed to CLIN 0005., 4, EA; LI 006: Contractor Manpower Report Reporting Period: 1 April 2013-30 June 2013 The contractor shall report all contractor manpower (including subcontractor manpower) required for performance of this contract and shall provide an annual contractor manpower report in accordance with PWS paragraph 6.2. The report is due no later than 31 July 2013., 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, MICC Joint Base Lewis McChord intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. MICC Joint Base Lewis McChord is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. This acquisition is conducted in accordance with Federal Acquisition Regulation (FAR) 12, Acquisition of Commercial Items, and 13, Simplified Acquisition Procedures, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Army Federal Acquisition Regulation Supplement (AFARS). The Government will make award to a single offeror which is deemed responsible in accordance with the Federal Acquisition Regulation (FAR) and which represents the lowest priced quote.
