Description
Solicitation W15P7T-13-R-A207 for Technical Forensics & Exploitation Support (TFE) is hereby officially released. It is incumbent upon the offeror to review this formal Request for Proposal (RFP) in its entirety prior to submitting a proposal. 1. This requirement is being issued as a Total Small Business Set Aside IAW FAR 19.502-2. IAW FAR 52.219-14 LIMITATIONS ON SUBCONTRACTING as prescribed in FAR 19.508(e) at least 50 percent of the cost of the contract performance incurred for personnel shall be expended for employees of the concern. 2. This RFP seeks proposals for support services for characterization and replication support of threats being used against the warfighter. Requirements include, engineering, limited prototyping for exploitation, test and Evaluation, as well as validation on targets of interest. The successful offeror shall provide program management, engineering and technical support related to a wide range of technologies managed in order to deliver emerging research and development technology to the war fighter in response to the Oversees Contingency Operation requirements. 3. The Government contemplates award of a definitive Cost plus Fixed Fee (CPFF) term contract. 4. The anticipated Period of Performance is twelve (12) months with one (1) twelve (12) month option period: Base Period: 14 JUNE 2013 - 13 JUNE 2014 Option Period: 14 JUNE 2014 - 13 JUNE 2015 * Start and end dates are subject to change based upon actual award date. 5. It is anticipated that the contract resulting from this solicitation will be awarded on or about 13 JUNE 2013. Offerors are requested to specify a proposal validity date of at least 16 August 2013. 6. Attachments and/or informational data will be uploaded as an attachment accessible via http://www.fbo.gov/ Industry questions and Government responses on the RFP will be accessible via http://www.fbo.gov/. Items may be posted periodically. It is the responsibility of the offerors to check for updates. 7. All questions and comments concerning this RFP must be submitted in writing. Verbal questions/comments will not be entertained. Should offerors have questions regarding the RFP offerors shall post questions via the ASFI web site at url:https://acquisition.army.mil/asfi/solicitation_view.cfm?psolicitationnbr=W15P7T13RA207 by utilizing the Post a New Question link. All questions and comments, regardless of method submitted, and the Governments answers thereto shall be issued via solicitation amendment. Contractor identification and information will be sanitized from the questions before posting. 8. The applicable North American Industry Classification System (NAICS) code for this anticipated acquisition is as follows: NAICS Code 541712 - Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology) US - Size Standard 500 Employees. 9. Paragraph L-25, Volume II Past Performance File Content, paragraph (4) requires offerors to e-mail the Past Performance Assessment Questionnaire at Attachment 0003 of this solicitation to all contractual, technical, and administrative points of contact for each contract submitted in the Past Performance proposal. Offerors must ensure that this is accomplished in sufficient time for assessments to be completed and submitted to the Contracting Officer prior to the date and time set for receipt of proposals. 10. The successful offeror shall comply with the requirements of the Contract Security Classification Specification (DD Form 254) at Attachment 0002 of this solicitation. B. GENERAL 1. This RFP should not be discussed with any Government employee except the Contracting Officer, Ms. Kellie Lamar-Reevey, or her representatives, Ms. Sharon Snow and Mr. Alex Del Rosario. Failure to adhere to this restriction may be grounds to declare your firm ineligible for consideration of any award resulting from this competitive solicitation.
