- FAR Clause 52.212-5 Ship To Locations This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Request for Quotation Number : IHS1197648. The commercial items solicitation is issued as a request for quotations (RFQ), 100% SMALL BUSINESS SET-ASIDE. The RFQ solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-66, effective February 28, 2013. NAICS code 339999 and small business size standard 500 employees. Background : The National Supply Service Center has a requirement for up to 2,000 child safety seats. This is not a brand name request. Line item number(s), items and quantities : 1. Highback With Removable Back Booster Seat (Child Safety Seat), Quantity 1,286 each 2. High Rise Backless Booster Seat (Child Safety Seat), Quantity 714 each Salient Requirements : Quoters shall provide with quote documentation/product specifications that shows the products quoted meet the following requirements for the corresponding part's form, fit and function. 1. Size: seat must accommodate a child weighing 30 to 100 lbs. 2. Seats must meet NHTSA Federal Safety Standards at five stars overall ease of use rating in the Booster Seat category and must not be on the recall listing. See http://www.nhtsa.gov/Safety/Ease-of-Use 3. Delivery - see Shipping and Delivery Shipping and Delivery : There are 22 total ship-to locations, one location in Fairbanks, Alaska and 21 locations within the continental United States. See attached spreadsheet. The contract awardee will be responsible for shipping to each of the 22 locations, FOB Destination, with delivery to ALL ship to locations as soon as possible but no later than MAY 1, 2013. Date(s) and place(s) of delivery and acceptance and FOB point : Delivery date to all locations is NO LATER THAN MAY 1, 2013. FOB DESTINATION. The POC at each location will be responsible for notifying NSSC of delivery for payment purposes. FAR provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. No addenda to the provision. FAR 52.212-2, Evaluation-Commercial Items, applies to this acquisition. Award will be made to the quoter with the lowest priced technically acceptable quotation. The vendor's technical quotation (product specifications) to the Government must demonstrate the Vendor's ability to meet the salient requirements of this solicitation and the delivery timeframe. The evaluation and award procedures in FAR 13.106 apply. Quoters must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its quote. FAR clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition and is incorporated by reference. No addenda. FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition and is attached. Applicable FAR clauses cited in 52.212-5 are checked. All FAR provisions and clauses can be reviewed at: https://www.acquisition.gov/. Additional contract requirement(s) or terms and conditions : 1. No contract financing arrangements. 2. A single firm fixed price award is intended. 3. This requirement is a 100% small business set-aside. 4. Color of seats: open, no restriction on color(s). The Defense Priorities and Allocations System (DPAS) and assigned rating, is not applicable to this requirement. Date, time and place quotes are due : April 3, 2013, 4:00 p.m. Central Standard Time.
