Description
The purpose of this notice is to provide potential offerors updated information regarding the Radiation Budget Instrument (RBI)procurement strategy and identify key upcoming milestones. This procurement was formerly referred to as Clouds and the Earths Radiant Energy System - Continuity (CERES-C). The names Clouds and the Earths Radiant Energy System - Continuity and CERES C will no longer be utilized for any future postings. This procurement action will result in a performance-based contract for the procurement of a spaceflight instrument that will provide accurate world-class measurements of Earths reflected solar and Earths emitted thermal radiation.RBI will fly on the Joint Polar Satellite System (JPSS) 2 Mission scheduled for a 2021 launch. The government does not intend to acquire commercial services using Federal Acquisition Regulation (FAR) Part 12. This procurement will be a full and open competition. The North American Industry Classification System (NAICS) Code for this procurement is 541712, Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology) and the size standard under this code is 1,000 employees or less. All responsible sources may submit an offer which will be considered by the National Aeronautics and Space Administration (NASA). The anticipated release date of the draft Request for Proposals (RFP) is on or about April 10, 2013 with an anticipated release date of the final RFP posted approximately June 6, 2013. A pre-solicitation conference is anticipated approximately two(2)weeks following the draft RFP release. The proposal due date is anticipated to be forty five (45) days after the release of the final RFP. The government is anticipating a single award, Cost-Plus-Award-Fee (CPAF) contract with a twelve (12) year period of performance. The contract will include Performance Incentives on spacecraft integration, on-orbit checkout, and on-orbit operations.Under the base contract requirements, the contractor shall design, develop, test and deliver a fully qualified RBI instrument meeting JPSS level 1 requirements with a 7 year mission life. System acceptance review will be 54 months after award with delivery of the base instrument required within five (5) years from contract award.The base requirements will include: a radiometric test model (RTM) to validate the performance of the sensor, including optics and electronics; an engineering development unit (EDU) for use within the overall instrument flight qualification program; and nominal consultation during the governments performance of observatory integration. The government will be responsible for performing all instrument post-delivery support activities following the instrument contractors successful completion of the instrument Bench Acceptance Test at the spacecraft integration facility and acceptance of the instrument by the government. The contractor will provide a low level of consultation support during the governments performance of its post-delivery activities. The contract will include an Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract line item for up to two additional instruments, special studies and consultation support to the government. Task orders may be placed under the IDIQ line item at any time during the 12-year period of performance. The RBI solicitation will include Mission Assurance requirements consistent with Class B risk classification per NASA Procedural Requirements (NPR) 8705.4, Risk Classification for NASA Payloads but will not require full redundancy of instrument electronic subsystems. The RBI solicitation will specify compliance with NASA Workmanship Standards (8739 Series) and a supplemental set of other specified industry workmanship standards. RBI Project review requirements will be consistent with NPR 7120.5E, NASA Space Flight Program and Project Requirements and NPR 7123.1B, NASA Systems Engineering Processes and Requirements. The solicitation will require that offerors have the following at proposal due date: AS9100 Certified Quality Management System, Capability Maturity Model Integration (CMMI) Rating/Level 2, and an Earned Value Management System (EVMS) determined by the government to be in compliance with the guidelines in the American National Standards Institute/Electronic Industries Alliance Standard 748, Earned Value Management Systems (ANSI/EIA-748). The RFP will include FAR clause 52.225-1, Buy American Act Supplies and will not include FAR 52.225-5, Trade Agreements. The solicitation will cite that no CERES heritage Government Furnished Property (GFP) will be furnished. The solicitation will include a Defense Priorities and Allocation System (DPAS) rating of DO-H8. NASA FAR Supplement (NFS) Clause 1852.215-84, Ombudsman, is applicable. The RFP will specify a Small Business Utilization factor as an evaluation factor, but the RFP will not specify subcontracting goals. Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any).
